<br />Environmental Specialist Bacon noted his caution that this sets a precedent for any <br />potential future funding request, as it will put the EPB in a situation where a contractual <br />arrangement will necessitate recourse. <br /> <br />Coordinator Anderson stated that even if there were a not-to-exceed amount, it doesn't <br />mean a contract can never come back with an amendment to raise the ceiling. <br /> <br />Board Member Max stated there were no milestones to be looked at along the way, and <br />there was no certainty about where Mr. Ron Peterson would set his request. <br /> <br />Motion by Board Member Olds and seconded by Board Member Max to allow <br />Coordinator Anderson and the City of Ramsey to resolve the matter with Westwood <br />Professional Service, endorse the outcome, and to mandate that Mr. Ron Peterson be part <br />of the discussion when it is brought before the City Council. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Members Bentz, Freeburg, <br />Max, Olds and Sibilski. Voting No: None. Absent: Board Member Ron Hustvedt, Jr. <br /> <br />Board Member Sibilski asked if the $39,000 additional budget requested required <br />finishing the remaining wetlands. <br /> <br />Coordinator Anderson clarified that it was ground-truthing for the other 76 wetlands, the <br />QCQA review, the report, and attending up to three meetings for presenting the data to <br />bring it to completion. <br /> <br />Case #2: <br /> <br />Wetland Buffer Guidebook Discussion <br /> <br />Chairperson McDilda stated that because Board Member Hustvedt, Jr. was absent, this <br />agenda item will be tabled until the next meeting. <br /> <br />Motion by Board Member Olds and seconded by Board Member Max to table Case #2 <br />until the next meeting. <br /> <br />Motion carried. Absent: Board Member Ron Hustvedt, Jr. <br /> <br />Case #3: <br /> <br />Consideration of Implementing a Tree Bank <br /> <br />Chairperson McDilda stated that the implementation of a Tree Bank falls into the Tree <br />Preservation ordinance and replanting requirements of developers. <br /> <br />Coordinator Anderson stated that the week after Labor Day was a difficult time to contact <br />people to collect information. He stated that City Code contains planting standards for all <br />proposed developments, whether it is single family homes or a large industrial <br />development. Occasionally, the required plantings cannot be properly spaced on a site to <br />maintain necessary growing space.
