Special Revenue Funds (continued' <br />Landfill Abatement Fund (continued): <br />FINANCIAL SECTION (continued) <br />The fund balance as of December 31, 1995 was $(922), which represents a decrease of $12,063 from the <br />prior year balance of $11,141. <br />Community Development Block Grant Fund: <br />The Community Development Block Grant Fund is utilized as a pass through fund to account for all <br />revenues and expenditures in conjunction with the County Community Development Block Grant <br />activities. <br />The fund balance as of December 31, 1995 was $(3,344). <br />Minnesota Department of Natural Resources Grant Fund: <br />The Minnesota Department of Natural Resources Grant Fund was established to account for all revenues <br />and expenditures associated with the Small Business Administration (SBA) Natural Resources <br />Development Program Community Tree Planting Grant and the Oak Wilt Suppression Program. <br />The fund balance as of December 31, 1995 was $81, compared to $2,911 on December 31, 1994. <br />Future Sealcoating Fund: <br />The Future Sealcoating Fund is used to account for contributions from developers and property owners for <br />future sealcoating projects. <br />The fund balance was $223,422 on December 31, 1995, which represented an increase of $150 over the <br />prior year. <br />Future Street Lighting Fund: <br />The Future Street Lighting Fund is used to account for contributions from developers and property owners <br />for the future installation of priority intersection street lights. <br />The fund balance as of December 31, 1995 was $0, as the use of this fund was discontinued and the <br />activity will be accounted for in the Street Light Enterprise Fund. <br />Peace Officers Fund: <br />The Peace Officers Fund was set up to account for public safety restricted revenues which must be used <br />exclusively for public safety expenditures and other expenditures as specified in conjunction with <br />confiscations and the annual bike road -eo. <br />On December 31, 1995, the fund balance was $9,928, compared to $5,998 on December 31, 1994. <br />Lawful Gambling Fund: <br />The Lawful Gambling Fund was established to account for lawful gambling revenues received and lawful <br />purpose expenditures made by the City as authorized by Minnesota Statutes Chapter 349. <br />xii <br />
