<br />1996 - 2001 CAPITAL IMPROVEMENT PROGRAM <br /> <br />PROJECT DESCRIPTION <br /> <br />ROADWAY IMPROVEMENTS <br /> <br />During the 1996-2001 time frame the City should realize completion of major crosstown collector <br />roadways, some of which" have" been planned for in excess of twenty years. Most important <br />among these is Sunwood Drive which provides transportation access to two industrial areas. It <br />also provides improved access from Trunk Highway. #47 to Ramsey Boulevard, crossing County <br />Road #5 and Sunfish Lake Boulevard. <br /> <br />The plan also sees the completion of the 153rd1155th crosstown. This project was initially <br />contemplated with the fIrst Ramsey Township Comprehensive Landuse Plan. The last .7 mile <br />segment has been under discussion by the Council and the public since 1991 and is scheduled for <br />construction in 1997. <br /> <br />Two other collectors, Riverdale Drive and McKinley Street are also completed within " this program. <br />The first is a commercial collector located south of Highway #10, east of Ramsey Boulevard. The <br />second serves as an industrial frontage road north of Highway #10, also east of Ramsey <br />Boulevard. <br /> <br />A primary concern of the City has been the Trunk Highway #47 arterial. This north-south <br />highway has become increasingly congested and is not programmed for any major improvements <br />by the Minnesota Department of Transportation. Therefore, the City has completed its own access <br />and corridor planning effort and programmed local funds toward highway improvements. <br /> <br />Sea1coating or overlaying portions of the City's 130 miles of roadway is a major component of <br />Capital activities in each year. This plan continues programming Public Improvement Fund dollars <br />toward this activity. The plan also notes that planning for improvements to the 167th crosstown <br />are necessary, as is continued planning for a projected Mississippi River crossing west of Ramsey <br />Boulevard and east of the border with Elk River. <br /> <br />8-1 - 8unwood Drive Projects <br /> <br />Sunwood Drive is intended to be the local crosstown collector south of 153rd Avenue N.W. <br />Sunwood Drive N.W. between Sunfish Lake Boulevard N.W. and Trunk Highway #47 will carry <br />predominantly residential traffIc. That portion between Sunfish Lake Drive N. W. and Ramsey <br />Boulevard N.W. will be more commercial and industrial in nature. It is contemplated that within <br />the 1996 - 2001 time frame the entire roadway will be completed. Segments of the roadway have <br />been in place since 1992. It is "projected that the segments yet to be completed total approximately <br />$1.6 million and it is expected that about 40% of the total project cost will be recovered through <br />assessments and impact fees. About 40% will be paid from the MSA fund and about 20% from <br />the Tax Increment fund. It is expected that the portion east of Sunfish Lake Boulevard N.W., that <br />which carries primarily residential traffic, will be assessment projects with either of the MSA or <br />Tax Increment funds picking up the non-residential equivalent costs. It is projected that the <br />commercial!mdustrial portion, serving as an east/west collector between Sunfish Lake Boulevard <br />N.W. and Ramsey Boulevard N.W., will be funded by MSA and Tax Increment proceeds and not <br />as assessment projects. <br /> <br />-370- <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />
