Background: <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR <br />A DAYCARE FACILITY <br />CASE OF PROFESSIONAL PROPERTIES, LLC <br />By: Tim Gladhill, Management Intern <br />CASE # <br />Professional Properties, Inc. is proposing to use the ground floor of their current facility at 6575141 <br />Avenue as a Day Care Facility. The site is located in the E -1 Employment District, which does not <br />permit this type of use as a permitted use, accessory use, or a conditional use. Therefore, the <br />applicant has submitted an Interim Use Permit Application to operate a daycare facility in the E -1 <br />Employment District. <br />The following items are enclosed for your review: <br />Notification: <br />a) Site location map <br />b) Site Layout <br />c) Addendum to Interim Use Permit for Outdoor Requirements <br />d) Addendum to Interim Use Permit for Parking Accommodations <br />e) Proposed Findings of Fact <br />f) Proposed Interim Use Permit <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br />Observations: <br />The applicant would like to operate a public daycare facility on the ground floor of the existing <br />building at 6575 141 Ave NW. The proposed daycare facility will use the entire first floor. The <br />subject property is .92 acres in size (40,000 square feet). The current building is 6,264 square feet on <br />the ground level. The daycare facility will serve a maximum of 45 -50 families. <br />Staff reviewed the site plan that was submitted as part of the interim use permit application. The <br />existing building has fifty -one (51) total parking spaces available. Currently twenty -one (21) spaces <br />are reserved for employees. Eight (8) of these reserved spaces are set aside for the proposed daycare <br />staff. The remaining thirty (30) spaces will be available for the daycare clients. <br />The proposed daycare would have approximately 3,400 square feet of outdoor space for a playground <br />area. The applicant has submitted a letter and a draft sketch plan stating how the applicant will <br />adhere to the State daycare licensing requirements for outdoor space. <br />The proposed location is located in an industrial area, with moderate to heavy commercial vehicle <br />traffic. Various forms of commercial traffic, such as garbage haulers, dump trucks, semis, and <br />various other commercial traffic from surrounding tenants frequent the area. <br />The proposed location is within close proximity to an asphalt production plant, which does emit <br />odors from asphalt production, as well as a high level of commercial truck traffic during peak <br />—133- <br />
