<br />City Engineer Jankowski replied the curbing is not required to facilitate drainage; it is primarily <br />to increase the aesthetics and lengthen the life of the pavement by reinforcing the weakest part of <br />the pavement, which is the edge. <br /> <br />Chairperson Nixt requested clarification that this area will be accessed by the applicant, and will <br />not be accessed by the public at large. <br /> <br />Assistant Community Development Director Frolik replied this drive will be for shipping only, <br />and does not come close to where the public does their retail shopping. <br /> <br />Chairperson Nixt asked whether it has been determined if this warehouse will be required to be <br />sprinkled. <br /> <br />Mr. Wolf stated he met with Fire Marshal Streich and Fire Chief Kapler, and they felt the <br />building should be sprinkled; they are trying to work to that end. <br /> <br />Chairperson Nixt indicated he is much more concerned about the fire suppression than curbing <br />for the edges ofthe driveway. <br /> <br />Mr. Wolf explained Green Valley Greenhouse operates their own water system and has three <br />wells. They are trying to determine if these wells can support their fire suppression system <br />. satisfactorily. Ifnot, they will need to go to a much more expensive type of system. Their intent <br />is to do what they can to comply, and to see if it can be done with their current water system. <br /> <br />Chairperson Nixt questioned how strongly staff feels about the curbing in this area in light of the <br />utilization in this area. <br /> <br />Assistant Community Development Director Frolik replied this requirement was pointed out in <br />the Staff Review Letter due to the code requirements. This is an agricultural type of activity in <br />the middle of a rural developing area, and the balance of the site does not include the curbing. <br />There will be one more shipping warehouse added immediately adjacent to this. She does not <br />see the need for the curbing if Engineering Staff does not believe it will affect the drainage plan. <br /> <br />City Engineer Jankowski indicated he concurs given the location ofthe curbing. <br /> <br />Assistant Community Development Frolik advised the Fire Marshal will determine whether a <br />building permit can be issued according to fire suppression standards. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to recommend that City <br />Council approve the site plan for the addition of a warehouse at Green Valley Greenhouse, <br />contingent on compliance with the City Staff Review Letter, with the recommendation that the <br />Off-Street Parking and Driveways paragraph be amended to remove the requirement that the <br />perimeter of all pavement must be encompassed with B-6/12 concrete curbing. <br /> <br />Planning Commission/September 7, 2006 <br />Page 15 of20 <br />
