<br />Commissioner Brauer indicated the street should be wide enough to accommodate three semis <br />side by side for the possibility of two parked semis and one semi driving through. <br /> <br />Mr. Walz indicated he will have this concern reviewed by the engineer. <br /> <br />Chairperson Nixt expressed concern that this development will lose tenants quickly if their <br />ability to deliver or remove goods are impacted by someone else's delivery and shipping <br />schedule. In addition there are the hazards associated with fire safety to be considered. <br /> <br />Mr. Walz replied the main focus for this development is small business. They are presuming <br />there will not be a high volume of 18 wheelers dropping off goods. However, the concern is <br />noted. <br /> <br />Chairperson Nixt asked if there is a staging plan for the infrastructure, including the private <br />septic system and water suppression system, or if it will all be expended at the time the first unit <br />is constructed. <br /> <br />Mr. Walz replied the intention upon approval is that the well and septic will be in place, and the <br />utilities will be run through prior to the roads being in place. <br /> <br />Chairperson Nixt questioned if the roads will be installed throughout the entire site. <br /> <br />Mr. Walz responded in the affirmative. He indicated approximately 1/3 to ~ of the units have <br />been spoken for. The development will be multi-phase with three to four units built per phase. <br />The utilities and streets will need to be in place with the first building. <br /> <br />Chairperson Nixt stated he has reservations about the private street and the way it meanders ... <br />through the site, particularly in light that units 6 through 15 will have back.to back loading.. He <br />sees the ability for multiple vehicles to unload and flow through the site as being a problem. <br /> <br />Mr. Steve Ness, Saint Andrews Investment Group, explained this development is not intended to <br />be designed for semis to go in and out of it. The development was started because he was <br />looking for a better place to relocate from Coon Rapids to Ramsey, and will be relocating three <br />businesses. Mr. Ness stated he works with a lot of small contractors, and these will be more of <br />an incubator type of buildings with mom and pop shops, and small trucks. The development is <br />not intended for big warehouses with a bunch of semis dropping off goods. <br /> <br />Commissioner Brauer indicated the street will still need to be wide enough for three vehicles, and <br />the kind of trucks that will access the buildings will not be much narrower than a semi. <br /> <br />Chairperson Nixt requested information regarding the impervious surface limit. <br /> <br />Associate Planner DaInes replied the employment district includes a building coverage <br />maximum, but does not include an impervious surface converge maximum. <br /> <br />Planning Commission/September 7, 2006 <br />Page 18 of 20 <br />
