COMMISSION BUSINESS <br /> Case #1: Ramsey Comprehensive Plan Amendments <br /> Chairperson Nixt closed the regular portion of the special joint meeting at 7:06 p.m. in order to <br /> call the public hearing to order. <br /> Public Hearing <br /> Chairperson Nixt called the public hearing to order at 7:06 p.m. <br /> Presentation <br /> Principal Planner Trudgeon stated that on December 18, 2001, the Ramsey City Council adopted <br /> the March 2001 draft Comprehensive Plan along with new language regarding the Central <br /> Planning Area. During the summer and fall of 2001, the City Council met with facilitator Larry <br /> Bakken to work towards resolution on some of the outstanding issues from the March 2001 draft <br /> of the Comprehensive Plan. From those discussion staff received direction from the City Council <br /> to bring forward text and future land use map amendments for consideration. Mr. Trudgeon <br /> reviewed the proposed language changes as well as the proposed land use changes. It was noted <br /> that no action would be taken during the meeting. The hearing was for the purpose of taking <br /> public comment and then the Planning Commission will be making their recommendations <br /> regarding the amendments at their regular meeting on February 7, 2002. The recommendations <br /> will then be forwarded to the City Council for consideration. <br /> Councilmember Hendriksen requested verification that the correct language was included <br /> pertaining to the Central Rural Preserve area. <br /> Principal Planner Trudgeon replied that he would verify that information. <br /> Chairperson Nixt noted that letters were received from Richard and Linda Nelson, 7362 149th <br /> Avenue NW, Ramsey, and Patrick Janke, 6420 162nd Avenue NW, Ramsey. <br /> Councilmember Hendriksen inquired if the MUSA expansion request by Tom Thumb was for the <br /> vacant lot or the house were a home currently exists. <br /> Community Development Director Frolik replied it would be for the vacant lot on the north side <br /> of Tom Thumb. <br /> Councilmember Anderson stated that at their last City Council meeting the Council acted on a <br /> couple Comprehensive Amendments and questioned why they were handled separately. <br /> Principal Planner Trudgeon explained that those requests were on a different timeline because <br /> separate applications were submitted. <br /> Planning Commission Joint Meeting/January 24, 2002 <br /> Page 2 of 14 <br />
