COMMISSION BUSINESS
Case #1: Ramsey Comprehensive Plan Amendments
Chairperson Nixt closed the regular portion of the special joint meeting at 7:06 p.m. in order to
call the public hearing to order.
Public Hearing
Chairperson Nixt called the public hearing to order at 7:06 p.m.
Presentation
Principal Planner Trudgeon stated that on December 18, 2001, the Ramsey City Council adopted
the March 2001 draft Comprehensive Plan along with new language regarding the Central
Planning Area. During the summer and fall of 2001, the City Council met with facilitator Larry
Bakken to work towards resolution on some of the outstanding issues from the March 2001 draft
of the Comprehensive Plan. From those discussion staff received direction from the City Council
to bring forward text and future land use map amendments for consideration. Mr. Trudgeon
reviewed the proposed language changes as well as the proposed land use changes. It was noted
that no action would be taken during the meeting. The hearing was for the purpose of taking
public comment and then the Planning Commission will be making their recommendations
regarding the amendments at their regular meeting on February 7, 2002. The recommendations
will then be forwarded to the City Council for consideration.
Councilmember Hendriksen requested verification that the correct language was included
pertaining to the Central Rural Preserve area.
Principal Planner Trudgeon replied that he would verify that information.
Chairperson Nixt noted that letters were received from Richard and Linda Nelson, 7362 149th
Avenue NW, Ramsey, and Patrick Janke, 6420 162nd Avenue NW, Ramsey.
Councilmember Hendriksen inquired if the MUSA expansion request by Tom Thumb was for the
vacant lot or the house were a home currently exists.
Community Development Director Frolik replied it would be for the vacant lot on the north side
of Tom Thumb.
Councilmember Anderson stated that at their last City Council meeting the Council acted on a
couple Comprehensive Amendments and questioned why they were handled separately.
Principal Planner Trudgeon explained that those requests were on a different timeline because
separate applications were submitted.
Planning Commission Joint Meeting/January 24, 2002
Page 2 of 14
