Principal Planner Trudgeon explained that the request was brought forward by Bright Keys at <br /> which time they had indicated that they were negotiating with Mr. Menth, but since that time staff <br /> has been made aware that those negotiations are no longer occurring. <br /> Mr. Menth replied that that was correct. <br /> Principal Planner Trudgeon stated that at this point there is no need to make the land use change. <br /> Mr. Menth stated that he would like stronger language than "there is no need". <br /> Principal Planner Trudgeon replied that that will have to be a decision made by the City Council. <br /> Mr. Menth stated that he was not in favor of the land use change at this time. He also requested <br /> clarification on the policy of extending City sewer and water. He thought it was a requirement <br /> that if the City is going to extend City services they had to submit the issue to the citizens of <br /> Ramsey. <br /> Chairperson Nixt replied that he would like to have an opportunity to get a response from the <br /> City Attorney before answering that question. He explained that the Planning Commission will <br /> discuss those issues at the next Planning Commission meeting at which time he can give Mr. <br /> Menth a response to his question. <br /> Mr. Menth commended the resident for his comments pertaining to the wildlife and the quality of <br /> life in Ramsey. He stated that if Bright Keys is not going to develop the land he does not want <br /> area 93 rezoned to medium density. He wants it left as low density residential. <br /> Councilmember Hendriksen inquired if Bright Keys withdrew their request for all of the property <br /> identified on the land use map or just the area owned by Mr. Menth and his neighbor. <br /> Principal Planner Trudgeon replied that it was his understanding that Bright Keys would not be <br /> developing the land. <br /> Bill Henderson, Bright Keys, 1809 NW Avenue, Stillwater, stated that had not withdrawn any <br /> request. He explained that they were in negotiation with Mr. Menth and his neighbor and at that <br /> time both property owners were willing to rezone the property to medium density. Because they <br /> have not come to any negotiation or agreement it does not make any difference if the property is <br /> rezoned or not. They will withdraw their proposal for medium density, but would like to proceed <br /> with the land they currently have acquired that is already rezoned. Mr. Henderson explained that <br /> Bright Keys has a purchase agreement for 43 acres, with some of the land already being rezoned <br /> to medium density. He stated that they need some clarification of what the property lines are and <br /> what the land uses are for each area. <br /> Principal Planner Trudgeon noted that the adopted Comprehensive Plan identifies some of the <br /> property as medium density. <br /> Planning Commission Joint Meeting/January 24, 2002 <br /> Page 5 of 14 <br />
