At a minimum, the parameters of such emissions monitoring shall include the following State and Federal criteria pollutant emissions as may exist from time to time during the term of this permit. The cost of such testing and reports shall be borne by the Permit Holder. OUTLINE OF REVISED MONITORING PROGRAM Sample Type Parameter Frequency* Stack Emissions Particulates, opacity Annually (3 samples minimum per event) *Assumes no significant change in wastes to be incinerated. The City and the Permit Holder may mutually agree to revise the monitoring program from time to time. Such revisions shall be authorized in accordance with Condition 36 herein. 7.. Installation of Afterburners. The Permit Holder shall install and operate afterburners for each melt furnace to minimize stack emissions. An afterburner unit shall be installed on each melt furnace no later than March 15, 1991. 8. Emergency Emissions Testing. If, in the opinion of the City Administrator or his authorized representative, it is determined to conduct pollution tests during an officially reported incident, the City may contract with an independent testing laboratory who shall be permitted access to the facility to conduct tests as may be prescribed by the City and to evaluate conditions of the facility. The cost of such evaluation testing and reports shall be borne by the Permit Holder and payment for such costs will be due within 30 days of the invoice date. 9. Corrective Actions. The City may order the Permit Holder to undertake corrective actions within specific time frames based on test results or evaluations to remedy pollution problems or nuisance complaints. If the Permit Holder fails to take corrective action within specified time frames, it may be determined by the City Council to be a violation of the CUP and cause for permit revocation. ' 10. Disassembly of Engines, Transmissions, Other Feedstock. Disassembly of engines, transmissions shall not be permitted on the Site under this Conditional Use Permit unless conducted wholly within a building and in accordance with County, State and Federal requirements. Preparation of all other feedstock is permitted only within an opaquely screened area or within the. building. 11. Storage of Feedstock, Separated Materials. Storage of materials which are used in or result from the processing operation is permitted on Site providing that stockpiles are properly contained and screened from adjoining properties and City streets. 12. Oil Residues on Paved Surfaces. The Permit Holder shall store all feedstock , material with oil residues within leakproof containers so as to minimize potential storm water runoff contamination. 13. Outside Storage of Materials and Equipment. The outside storage of debris or materials not used in the operation and inoperable vehicles and equipment shall not be permitted. 2 -85-
