<br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Seibert stated that this statement in the Master Plan is heavily impacted <br />by what may };X>tentially happen at Crystal Air};X>rt because they don't have the <br />appropriate safety and clear zones to protect the residents. <br /> <br />Mayor Heitman stated that the Airport Master Plan says that a search area for a <br />new minor air};X>rt facility has been identified but if that facility is <br />developed it will not impact Gateway's growth because Gateway is in a different <br />service area; what would be the role of this new air};X>rt? <br /> <br />Mr. Ippel stated that the new minor air};X>rt would serve northwest Hennepin <br />County. Metro CounCil, in their overall systems plan, identified the need at <br />some };X>int in time for another facili ty probably to be located in northwestern <br />Hennepin County; they established Search Area A to be used at some };X>int in <br />time should that air};X>rt developnent become a reali ty. <br /> <br />Mayor Heitman inquired if Gateway's designated role an attempt to beat the <br />competition. <br /> <br />Mr. Seibert stated that Search Area A does not pertain to Gateway but it is <br />close enough to justify making reference to it in the Master Plan; people using <br />that new air};X>rt would not use Gateway and vice versa for reasons of air};X>rt <br />type and logistics. <br /> <br />Mayor Hei tman stated that the. Master Plan reconunends reserving sp:l.ce for <br />addi tional hangar developnent; is that addi tional space for hangar developnent <br />reflected in the costs? <br /> <br />Mr. Ippel stated that the Master Plan is reconunending reserving space for <br />additional hangar developnent within the confines of the airport property. <br /> <br />Mayor Heitman stated that the Master Plan says that Alternative B is the only <br />viable alternative for developnent of Gateway; what key factors formed the <br />basis for this determination? <br /> <br />Mr. Seibert replied that the key factors were wind direction, runway elevation <br />and the high cost of constructing a crosswind runway which would require <br />relocation of Cty. Rd. #56. 'lhe other alternatives were not logical and too <br />costly; Alternative B is the best of the alternatives pro};X>sed. <br /> <br />Mayor Heitman inquired if the noise level at Gateway was measured and if not, <br />will it be? <br /> <br />Mr. Ippel stated that as reflected in the Air{X>rt Master Plan, noise at <br />air};X>rts the size of Gateway always fall wi thin acceptable guidelines. <br /> <br />Mayor Heitman inquired if the guidelines are appropriate and stated that he <br />gets the feeling this Commission is not taking noise seriously because it is a <br />perception issue. <br /> <br />Mr. Seibert stated that studies show that the noise level at Gateway would be <br />no different than at another similarly sized facility in another similar <br />communi ty . <br /> <br />November 20, 1985 <br /> <br />Page 5 of 9 <br />
