<br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Sieber commented that noise will always be a problem, but will it be less <br />of a problem than not having the additional tax revenue the airIX>rt will <br />attract. <br /> <br />Mr. Seibert stated that the last thing this Commission is trying to do is <br />ignore serious considerations and concerns; the reason a noise stuqy was not <br />done is because of the cost of such a stuqy and the certainty that the results <br />will be no different than those of studies alreaqy done allover the State. <br /> <br />Mayor Hei bnan stated that the Master Plan states that negative im};acts on <br />property values are expected to be negligable and may even rise; this comes off <br />as being official but there is no doclJllentation to support it. <br /> <br />Mr. Sieber stated he can't believe residential property adjacent to the airport <br />will increase in value; in his opinion, those residential properties adjacent <br />to the aiq:ort will suffer a property devaluation. <br /> <br />Mr. Seibert stated that those properties which are impacted Significantly by <br />the airport are purchased; once you are out of the safety zone, the amount of <br />im};act uIX>n that property is negligable. Mr. Seibert noted that the aiq:ort <br />alreaqy exists and projections for it are at a level that was experienced at <br />that site in the p:;lst; the imp:lct will not be any more than what it has been in <br />the p:;lst. Mr. Seibert stated that he feels property values will increase <br />because it will be an attractive facility. <br /> <br />Mayor Hei bnan stated that he has a prOblem accepting the forecasted economic <br />benefits derived from itinerant traffic based on the fact that there are so f~ <br />places in Ramsey to accept those itinerant dollars. <br /> <br />Mr. Sieber stated that if there are dollars to be had, businesses will be built <br />to accept those dollars. <br /> <br />Mr. Seibert noted that the Master Plan acknowledges that places to spend money <br />. are limited in Ramsey and the projections are lower than normal. <br /> <br />Mayor Heibnan inquired as to drainage and groundwater quality in the area of <br />the airIX>rt. <br /> <br />Mr. Ippel stated that there alreaqy is a wetland in the vicinity of the airp:>rt <br />to accept run-off and the clear zone on the north end would make an excellent <br />location for a holding IX>nd which would greatly relieve that entire area and <br />not just the airp:>rt. <br /> <br />Mayor Hei bnan stated that the Master Plan says that roadway relocation would <br />marginally imp:lct the wetland; he will be watching this consideration closely. <br /> <br />Mayor Heibnan requested further clarification on Section 8.4 Sl.J\1IIlary of Major <br />Environmental Considerations which refers to perceived noise and safety imp:;lcts <br />on residential developnent and mitigation of im};acts of landfill not being <br />comp:ltible with airp:>rt. 'lhis section also refers to socio-economic imp:lcts <br />like the removal of private lands from COIJIJIluni ty tax base; have any attempts <br />been made to project the mst benefits to the City had that land not been <br />removed from the tax base? <br /> <br />November 20, 1985 <br /> <br />Page 6 of 9 <br />
