O1aiman Ippel read Mayor
HeitIPan's resI;X>nse to that ra;}uest which states RaIIlsey's opposition to the
request based on the fact that there is an existing airI;X>rt in the area and
RaIIlsey does have an airI;X>rt waster plan in the wakings.

C'.oI11rissioner Seibert stated that the requested tower height would also present
I;X>tential problE!l's to Crystal Air{;X>rt.

COMMISSION BUSINESS

case #1: Review Additional COmrents Received Regardin9 Airwrt Master
Plan:

'!he CoI'rmission proceeded to review additional COIm'ents received since the
August 21, 1985 public hearing.

C'.oI11rissioner Sieber stated that he has been contacted ~ 15 ~rsons; 14 against
the airI;X>rt and 1 non-camittal.

Olaiman Ippe1 noted received letters fral' Soderholw and Associations (see
Attac:hJllent I) and Waltek, Inc. (see Attac:hJllent II).

The Cbmwission recessed at 8:00 p.w.

Olaiman Ip~ called the treeting back to order at 8:15 p.w.

Olaiman Ip~ noted receiving a letter dated August 26, 1985 fral' the Metro
COlmcil regarding their review of Ralrsey's draft Air{;X>rt Master Plan (see
Attac:hJllent III).

CbImlissioner Stauffer stated that Metro Colmcil' s concerns seeIII to l:;e
enviroIll"ental and forecast useage. C'.c:JmIissioner Stauffer stated that Mr. Otto
adequately explained his reasons for utilizing a different fOrfilula in
esti.Il'ating forecast useage. Mr. Otto's forecast figures give the citizens an
honest opinion of what the ul mate useage could be; on the other hand, Mr.
Otto used conservative figures in forecasting econaric benefits; these two
forecasts offset each other in terros of infonring the citizens as to econaric
benefits and useage. With res~ct to enviromental concerns, naIllely noise, the
Metro Colmcil suggests including docUlI'entation supporting the Plan's finding
that noise levels will be within State and Federal guidelines; will the
envirolll'reIltal iIrpact stateJl'ent include such docmrentation?

Mr. Otto stated that technically the enviroIll"ental iIrpact statE!l'ent does not
include noise level studies; such a study is expensive and it would be
difficult to obtain aqy agenc.y to participate in the flmding of a noise study
because it is not expected that an air{;X>rt of this size will produce noise
levels outside the guidelines.

C'.oI11rissioner Stauffer referred to Metro Colmcil' s concern regarding Gatew~' s
expandability and iIl;luired if anybody really would want an airI;X>rt that had the
capability to expand.

8eptSlloor 3, 1985
