Ii

.
..

Robert and Marilyn Wyatt (Continued)

.

outlets, possibily even a shuttle service to Minneapolis/St. Paul
International Airport for the Northern Suburban travelers; maybe even
motel/hotel facilities could be required, all of which will improve
Minnesota's image of our community as well as our tax coffers. Further,
we can't help but believe that the increased people coming to Ramsey as a
result of an improved airport would create a less troublesome environment
than other potential traffic-bearing development might bring in such as
shopping centers or additional liquor establishments which could be too
great for our present police/fire protection, highway and road systems.

The potential availability of funds with which to build such a
facility at so minimal a cost to Ramsey residents makes sense from a
dollars and cents standpoint and we believe Ramsey should "go for it".
We further believe that the airport, in the proposed location, should be
the site proposed because of the existing highway, trackage and
industrial surroundings.

While we are to be one of the homes to be bought out, (to be
discussed in the final paragraph), we strongly feel that the direct
impact of such an environment to the remaining surrounding homeowners and
resulting decreased values to their homes should somehow be equalized.
At the time a person purchases a residence, the price they pay is
dependant on market value according to what is then surrounding it.
Added industrial-type surroundings further depreciates that investment
but taxes continue as if such depreciation did not exist.

.

It does not make sense to us that all residents of Ramsey should
receive equal benefit from any produced revenue of such a newly
decided-on expansion while only a few suffer the hardships of living with
the situation be it a dump, airport or whatever. Either reducing taxes
greatly or somehow compensating those proven affected property owners
would help alleviate the "not in my back yard" attitude for not only this
proposed development but for all development to come in the future.

As for our feelings about the intended purchase of our home, we have
great concern. We, like all other people moving to Ramsey, found a home
we loved and moved in approximately nine years ago fully expecting to
stay a long time. We spent a great deal of time and money over the past
few years improving it, fixing it to give us what we wanted and needed.
Because of a serious medical problem, a year ago we had to change our
"life plan" to a short term one of allowing our last child to graduate
from school (which she did in June), market the house quickly and move to
a maintenance-free way of living. We now have an unmarketable house
which seriously jeopardizes us financially and more importantly, in terms
of time.

.

We strongly urge 1) that a decision be made quickly once and for all
as to the acceptance or rejection of the Airport Master Plan by Ramsey,
and 2) should the plan be adopted and funding obtained, acquisition of
those existing homes scheduled for taking be made a priority.
Acquisition of basic land will not necessarily jeopardize personal lives,
however, homes will.

~f~
~nl.uJr
