.

.

.

change as aI\Ything that is considered a revenue producing center does n~t -t\ ~ ~ ~
qualify for AIP funds. Hangar arrl.-alep..el1~s a 2/3 State and 1/3 Ci~ ~ '-' 0,.-3''0
p:lrticipation effort. Mn/DoT has a sep:lrate revolving hangar fund available to
sponsoring goverments on a 10 year/interest free loan basis. Hangars are
deveJ.opad as needed. '!he City's share of total developnent costs, with hangar
developnent, could go as high as $1,300,000. '!he City can choose not to get
involved in hangar deveJ.opnent and lease the land to a hangar develor;er:.

Mr. Otto stated that, most CX)JIlIOOnly, cities pily for airport developnent fran
accumulated funds built up over a r;eriod of time as there is a long lead time
in projects of this magnitude. Sane cities p:ly for the developnent through
G.O. bonding; a $500,000 bond at 8% with a debt retirenent of $5l,000/year
would amOlU'lt to $ll.OO/household in Ramsey; as developnent occurs and shares
the tax burden, that $11.00 figure will decrease. Another w~ to finance
airport developnent is to establish a tax increnent district that would
encompilss the aiq:ort area and the tax increment dollars derived fran that
district would be used to pay the City's share of aiq:ort developnent costs;
with this process, the people most benefitted ~ the airport would be p;lying
for it's developnent.

ChaiIlllan IPr:el or;ened the meeting for carments and/or questions and an91ers.

Patrick Kennedy - 7231 l5lst Avenue lfi - '!he airport issue should be put to a
referendum vote.

Richard Lazerte - 7260 l5lst Avenue N-l - '!here were earlier OOImlents about 4 or
5 public meetings having been held already; was never notified of ar:w of those
meetings.

ChaiIlllan Ippel - '!hose meetings were publiciZed in Union, Shopper and City
Newsletter and in one case, a city-wide mailing just as was done for tonight's
public hearing.

Mr. Otto - Initial public meeting was May 16, 1984; the next one was August 22,
1984; another one on September 19, 1984; and a joint EDC/Council/Air:port
Comnission plblic meeting in the Spring of 1985; all were publicized.

Comnissioner Sieber - '!he Airport Comnission meets the third Wednesday of the
month and all meetings are or;en to the public. '!he Cartmission has used every
source available to publicize it's special public meetings.

ChaiIlllan Ippel - '!here was a regular Comnission meeting in which landowners
potentially affected ~ airport land aa;{uisition were invited to attend; those
landowners were identified through County records and the pror;erty owners of
record were notified.

Ramona O'Ik>nnell - 7300 l50th Lane N-l - She and two other pror;erty owners in
the saftey zone area did not receive an invitation to attend that particular
Comnission meeting.

ChaiIlllan Ippel - Residents in the safety zonefJ.. did not receive a special tt,- ~- 8~
invitation because properties in the safety zone are not recamnended for
aa;{uisition.

August 21, 1985
