.

.

.

inquired as to how they are affected by a non-precision approach plan.

Mr. Otto stated that the trees would be ranoved; the recommendation is that
any obstructions and structures in airport property Zone A be ranoved,
relocated or buried.

Bill Seronen of the Anoka COunty Highway Department referred to the relocation
of COunty Road 1116 and stated that the road was built where it is because
Gateway said it would be alright. '!he COunty will not be able to pay to
relocate COunty Road 1116. Mr. Seronen asked if there would be any operating
restrictions on county Roads 156 and 1116 because of the airport.

Mr. Otto replied that the runway, in it's prop:>sed location, would have
adequate clearance over all roads and railroad tracts if CSAH 1116 is
relocated.

Mr. Seronen stated that realignment of the County Road 1116 extension causes
the County no problems; Ramsey has provided right-Of-way for that extension
and new right-Of-way would be rEquired in case there are problems with the
extenfiion.

Mr. Koshak stated that l49th would be a service road with COunty Road 1116
extension being the thoroughfare.

COuncilmember Cox stated that he was involved with the acquisition of County
Road 1116 right-Of-way; Gateway did not make a comment on it; alignment is as
it currently exists to satisfy certain people during right-Of-way acquisition.
In fact, the original alignment rEquested is similar to what is prop:>sed in
the Airp:>rt Master Plan.

Mr. Terry Hendriksen ~uired if relocating County Road 156 would make a
crosswind runway at Gateway feasible.

Mr. Otto stated that he deesn' t think relocating COunty Road 156 would get
much support. Farlier in the study, an idea approached was to construct a
primary east/west runway in order to get air traffic away fran residences to
the north. Due to the limited dollars available, the State directed that the
study focus on one runway and so the study pursued the runway offering the
most wind coverage.

Doug Lida in:;Iuired as to how revenue can be generated off airport operation.

Mr. Otto replied that after the City has acquired airport property, the City
can lease property to people for hangar construction; the City can construct
hangars by way of State interest free revovling hangar fund and then lease the
hangars. Ultimately, these would be revenue producers.

Mr. Terry Hendriksen stated that fran a business perspective, there is a high
and low range of lOOney when considering investments; when a person opts to go
with the bare minimllll, he is risking that entire Sllll because what he may come
up with is sanething that cannot do the job he was intending it to do. A
person is better off spending an extra increnent of lOOney and go with a more
extensive operation because he would then only be risking that p:>rtion of the
May 15, 1985

flage 9 of 11
