Mr. Hendriksen stated that he
can't believe this Commission is seriously contemplating an airport with only
one 60' wide 3300' runway and calling it a business airport.

Mr. lppel stated that he doesn't know that the airport would be minimal from
the standpoint of the Federal Government investing dollars into it7 th~ won't
90 any smaller. 'Ihere are a nunber of operating airports similar to what is
proposed at Gateway that are doing quite well. Gateway is not looking to
replace Crystal7 this commission was not directed to look at a facility
capable of handling any other type of plane than what is operating at Gateway
now. Gateway's classification would be Basic Utility geared towards the types
of planes being used in the small business sector now - singles and light
twin.

Mr. Terry Hendriksen stated that there would be no room for expansion at
Gateway .

Mr. Chuck SOderholm pointed out that the plan is to improve an existing
airport7 not build a new airport. Very few airports have the clear zones and
safety measures that would be built into Gateway.

Mr. Otto stated that approximately 75% of the Nation's airports are of
comparable size. as that proposed for Gateway.

Mr. Terry Hendriksen stated that an airport in a Metro area cannot be compared
to airports in Wyoming, for instance7 Gateway would be competing with AIloka
County, Crystal, St. Paul, etc.

Mr. lppel stated that Gateway would not be competing with those facilities
because th~ are of a different size and rating 7 what is needed is a basic
utility facility which will serve the comnunity for a long period of time.
'Ihe de-regulation going on in the airline industry has left many small towns
not being served by scheduled airlines.

Mr. Terry Hendriksen noted that Mr. lppe1 has interrupted two of his
statements this evening and stated that this is not done at Planning and
Zoning meetings. Mr. Hendriksen stated that he gets the feeling this airport
is being rammed down his throat everytime he tries to express legitimate heart-
felt Objections. Mr. Hendriksen stated he was invited to this meeting to
better understand what is being proposed and he doesn't think that Mr. lppel's
talking over him and not hearing his objections is going to serve that
purpose .

Councilmember Cox stated that he thought the intent of this joint meeting was
to explain the airport plan being proposed7 that it was not intended to be a
public hearing or confrontation. A public hearing for receiving input and
objections is being scheduled.

Mr. Hendriksen stated that it was not his intention to get into a
confrontation.

Mr. lppel stated that if he raised those feelings of confrontation, he
May 15, 1985
