CITY COUNCIL WORK SESSION
Topic Report: Fire Station #2
Replacement Study
By: Heidi Nelson Assistant City
Administrator & Dean Kapler, Fire Chief
Background:
Earlier in 2006, Council directed staff to contract the BKV Group to generate an analysis of three
options for the replacement of Fire Station #2; partial demo, utilize part of building and abandon
the rest, and rebuild new station. BKV presented the document to Council for discussion.
Council then directed staff to detail two options; 1) build new station in the near future, using
existing buildings until then; and, 2) build new station in a timeframe of 5 -7 years, again using
existing buildings until the new building would be available. Obviously both options will require
using the existing buildings for some period of time.
Staff has since met and discussed details of both options and determined if each item listed in
BKV's report should be recommended to be completed. These options were then further
discussed with BKV representatives. It should be noted that with the move into the new
municipal center and the change in use of the existing city hall /fire station, some items must be
addressed in a short-term fashion. Those issues would include:
• Improve security lighting in areas such as outside lower level parking lot
• Minor revisions to HVAC systems to increase efficiency and reduce costs of the less
occupied spaces
Following is a table summarizing discussions of both plans. Council should note that items listed
under both plans may be considered a conservative list of necessary actions to "bridge" the gap
between now and when either plan is implemented.
