Member Schindel asked whether there is a price range that has been considered for sale of the
Amoco site. Economic Development Coordinator Sullivan replied the price range would likely
be $3 to $4 per square foot. Member Steffen suggested information be obtained regarding the
sale price of the 1.5 acre parcel across the street from the Amoco site.

Member Elvig indicated he had received inquiries about the Amoco site from an individual
considering locating a Dairy Queen on the site. Economic Development Coordinator replied it
would need to be determined if there are restrictions from a food service facility being located on
the site due to the residual vapors from the gas station.

Member Elvig inquired about the vacant office condo building located at 14245 Highway 47 that
is currently for sale. He noted this parcel is at a right-in/right-outJreturn location, which could be
a prime location for a retail site. Economic Development Consultant Mulrooney advised this
building is an office condo with contiguous walls, while these types of condos tend to sell easier
if they are free standing. Member Elvig suggested consideration of what responsibility the City
would have in stating that the best use for a piece of land may be retail.

Member Steffen inquired if there has been a deal signed with a banker tenant in the Ramsey
Crossings project. Member Elvig replied Council has not been informed of this. He explained
Robert Muir Companies, who the City has an exclusive development agreement with for this
project, has a backstop arrangement regarding necessary financing of parcels that may need to be
acquired to proceed with the project. Robert Muir Companies informed the Council they have a
major tenant that has now backstopped their commitment.

Chairperson Riley inquired if there is anything the City can do to assist the businesses affected
by the median on Bunker Lake Boulevard. Member Strommen indicated open houses were held
regarding the median and the businesses were informed. Member Elvig noted this location has
one of the highest incidents of traffic accidents in the county, including some of the highest value
incidents. The improvement project did include a median cut into the neighborhood. Economic
Development Consultant Mulroney commented the businesses are there but for the road, and to
some extent there needs to be consideration of the greater good of the transportation system
throughout the county.

Case #4:

Reschedule October EDA Meeting

Chairperson Riley indicated the need to reschedule the October 12, 2006 EDA meeting.

Motion by Member Strommen, seconded by Member Kiefer, to reschedule the October EDA
meeting to October 19,2006 at 7:00 a.m.

Motion carried.
