2001 Comprehensive Plan

B. Guidilr-g Principles

~;:
~

A Place for Well Planned and fontri111ed Growth: Ramsey is a growing community that
enjoys its. urban amenities~aenlbraces the elements of a rural lifestyle. Future
development should be well pl~1lt~ed'lm.d consistent with the vision of the City. Future
development should reflect. the 'cOmn\unity's lifestyle by protecting open space and key
natural features, thus, maintainittgand enban.cing property values.

A Place with a Sustainable CI(!alt and Healthy.Environment: It is important for
residents, business, and ind4Stry'to be environmentally sensitive and make a
con.scientious effort to maintainiadean and h~althy environment. We must pass on our
clean air and clean water to ourrchildren and future generations. All future. development
should minimize the negative ef1viroDlllental in1pactson the Region's ecological system
ensuring that the built environm~t is;in harmonywiththe natural environment.

A Place to Preserve Natural Rt4$()uriJes: Ramseyhas.an abundance of natural resources.
As development occurs, these ;te$olltces becom.e more threatened. It is important to
preserve and protect areas that ~ay b~suitable to development but more desired for their
natural use such as wetlands for ~toqn. water infiltration, slope preservation for erosion
control or woodlands and p~es for. wildlife habitat. Encouraging environmentally
sensitive d~sign and development will help preserve these natural resources.

A Provider of Quality Public ~e1'Vic:ps: The City of Ramsey has consistently provided
good public services at an affo~<Utble.price to keep ili.e community safe, .peaceful, clean
and efficie~t. In the future, mor~ dem~d will be placed on these services. Public services
are a neces.sity to the safety, wellbeijng, and success of any community. It is important
for the City to continue to strive lior excellence in the delivery of its services.

A Place to Play and Recre(Jte: Because Ramsey is predominantly a "bedroom
communit)f' that is comprised tPdstly of young families, it is important that there be an
abundance .of passive and activ, recreational opportunities for all residents, particularly
its youth. E"uture development s~ouldlensure that an appropriate amount of open space be
preserved for trails, parks .and pl~ces to gather and enjoy recreational activities.

A Place with a Good Image:..Ran.\sc:ry is a. co~unity with a struggling image as
evidenced by the Highway lO;Coriidor and the once active landfill. However, that
struggling image is counteracteq by a: strong identity that is framed by our rural lifestyle,
our location along two rivers anp. our wealth of natural resources. We must identify the
elements that will enhance compallibilhy of these negative images and turn liabilities into
assets. The Highway 10 Corripor must become a gateway into the community and
develop and redevelop in a fashion. ~t presents a;positive. image for the City of Ramsey.
We must build upon the elemen~, wh4ch contribute to our identity.

A Place w#h a Variety of Housq,g Opportunities: We should encourage, where possible,
residential developments providlng a.full range of hollsing opportunities from large lots
to moderate sized lots, from largF n01lles to small homes and from high valued housing to
modest valued housing. Ourh~usingstock should allow residents the opportunity to
remain in the community andbqcom~ life-long residents by affording them opportunities
to move into alternative formsofhous.mg as their life~styles changeover time.

2001 Ramsey Comprehensive Plan

Page II-2
