Also, the developer is working to determine the exact location of the <br />septic system within Lot 2, Block 1 of West Ramsey Industrial Park. <br />Because there are no fire hydrants to service the development, sprinklers will be required in all <br />buildings. A community well must be sized to accommodate fire suppression needs. The well <br />system must also provide water for daily use and irrigation. Staff has reviewed the submitted <br />specifications regarding the fire suppression system, and it appears that the applicant is proposing <br />to meet all state and national standards. Details regarding the design of the system will be <br />submitted with other building details, and would be subject to review by the Fire Marshal. <br />Access is proposed to be gained from two points on 156` Avenue. The construction of 156 <br />Avenue to Alpine Drive will be required as part of this development in order to provide a second <br />access to the site. The developer is requesting City assistance in tree removal on the existing City <br />portion of property, legally described as Outlot B. <br />A Landscape Plan has been submitted, and minor revisions have been requested. Staff has also <br />requested a lighting plan. The building elevations are acceptable, and exact building materials <br />and colors will be requested at the building permit stage. <br />The proposed service road has been widened to 28 feet at the request of the Planning <br />Commission in order to provide a larger aisle for trucks to park, maneuver, and drive. <br />Recommendation: <br />Staff is recommending that the City Council approve the proposed development, contingent upon <br />compliance with the City Staff Review Letter, specifically addressing the following items: <br />1) Revise the sizing assumptions for the community septic system that utilize the <br />proposed sizing suggestions stated in the City Staff Review letter. <br />2) Provide information about the exact location of the community septic system, <br />alternate site, and community well with Lot 2, Block 1, to ensure the undisturbed <br />nature of the soil. <br />3) Provide information, in a written format, regarding the responsible party for <br />management and maintenance of the community septic system and well. <br />The Planning Commission met on October 6, 2006, and discussed the need to widen the service <br />drive to accommodate multiple delivery and contracting vehicles. They recommended to approve <br />the plat, contingent upon compliance with the City Staff Review Letter dated September 26, <br />2006; and the applicant's delivery of information satisfactory to City staff regarding the location, <br />size, design, and integrity of the community septic system, both as a primary and alternate site, <br />including testing, sizing assumptions, specification of location, and identification of responsible <br />party for management and maintenance of the community septic system. <br />
