NOTE: There is a construction cost index (inflation factor) that has been added to the project already. The
federal dollars have already been inflated as if the project were to be let in 2009.
There is now an additional $166,800 in federal funds and an additional $41,654 in local match for the park
and ride construction.
Status: This project has also received local (Met Council) approval for Advance Construct (AC) for the
2006/2007 STIP. The project has already been put into the STIP in 2007 as an AC project. The amended
STIP is at the Chicago FTA office for their review and approval. When we are notified that the 2006/2007
STIP has been formally adopted (again, sometime in November 2006) the city can go out for bid for
construction of the phase II park and ride.
Colleen Van Wagner has confirmed that the city can be working on the construction documents at this
time. They will need to be reviewed by MnDOT prior to issuance of the bid.
Next Steps:
1. Assign city staff to project to work on following:
o Initiate preparation of the Project Memorandum for MnDOT review.
o Initiate the Delegated Contract Process (DCP)
o Initiate construction documents
The following is an example of the timeline for construction of Phase It:
Start October 1, 2006
• Project Memorandum
• DY;P
• Preliminary Plans /Specs
• MnDOT Review
• Final Plans /Specs
• MnDOT Final Review
• Advertise for Bid
• Bid Contract
• Start construction
• Substantial completion
• Final completion
Completion Date
November 1, 2006
November 1, 2006
December 1, 2006
January 1, 2007
February 15, 2007
March 15, 2007
May, 2007
June, 2007
June, 2007
January, 2008
February 2008
I propose that we meet in the next week to review this memo. -
File (0512.04.CMAQ.notes)
