LSO <br />D f S I G <br />Bus Operation <br />Park and Ride Construction <br />Federal Funding: $3,502,618 <br />Local Match: $ 875,654 <br />Total: $4,378,273 <br />MEMORANDUM <br />To: Jim Norman /Brian Olson /Pat Trudgeon <br />From: Jo Ann Olsen <br />Project: Ramsey CMAQ grant <br />Subject: Process /Direction <br />Date: September 20, 2006 <br />A lot is going on with the CMAQ grant and I thought it would be helpful to go through the process and <br />make some decisions on direction /goals and contacts. The CMAQ grant has now branched into 2 <br />separate projects; Bus Operation and Park and Ride Expansion. There will be a fair amount of <br />discussion /decisions made throughout both of these projects. 1 will need to have someone assigned from <br />the city, to both or either of the projects that I can work directly with. <br />Grant Manager (FTA — MnDOT Office of Transit Gerry Weiss) <br />Federal Funding: $1,167,194 $1,241,118 <br />Local Match: $ 291,798 $ 310,280 <br />Total: $1,458,993 $1,551,398 <br />Revised Amount from 2007/2010 TIP <br />Status: The project has received local (Met Council) approval for Advance Construct for the 2006/2007 <br />STIP. The project has already been put into the STIP in 2007 as an AC project. The amended STIP is at <br />the Chicago FTA office for their review and approval. Kevin Roggenbuck from the Met Council is still <br />estimating,sometime in November 2006 (he mentioned by Thanksgiving) when we will be notified that the <br />2006/2007 STIP has been formally adopted and the bus operation can begin. <br />The federal funds will become available November 2008. Until then, the City will have to pay for operation <br />of service. 1 am working with Gerry Weiss, our local grant manager. He has to submit a grant application <br />to the FTA office to receive the funds. I will work with him to verify and get approval that the funds the City <br />puts towards the service prior to the federal payment will be accepted as the local match. <br />Next Steps: <br />1. Assign city staff to project to work on the following: <br />a. Enter into a Joint Powers agreement with the NCDA (Jon Olson /Richardson and Richter). <br />i. This is where we have to be very clear on what we need in terms of <br />documentation, payments, etc to not jeopardize the grant. <br />b. Set up a separate city account for this project to document costs and expenditures. Diana <br />should be involved in this step. <br />i.
