Background: <br />APPROVE 2006 PARK'S <br />CAPITAL IMPROVEMENT PROJECTS <br />By: Mark Riverblood, Parks Supervisor <br />Titterud Park Playground Replacement 2006 CIP Allocation $55,000 <br />CC Case # ' <br />On December 13 2005, City Council approved the 2006 Capital Improvement Program, which <br />included several park improvements. As is customary, the Park and Recreation Commission has <br />reviewed the projects and has recommended City Council authorize staff to complete the <br />projects. <br />These four different improvements have different funding sources which are identified in the <br />project summary below. It should be pointed out that this case recommends approval for the last <br />three of the park projects; with the Titterud Playground replacement expected to come back to <br />the Finance Committee later this fall. The project summary identifies the dollar amount <br />approved, and projected to accomplish the project. Quotations for two projects are due at about <br />the same time as agenda preparation. Therefore, these quotes and specific project details will be <br />presented directly to the Council and available at the October 24 2006 Work Session. <br />This project entails replacement of the 20+ year old play equipment, and keeps the City on track <br />with elimination of structures that no longer meet safety guidelines. The play area will also be <br />relocated to a more visible location in the shade of the Bur Oaks along Ramsey Boulevard. <br />Action Required: None at this time - Staff will bring back additional details after proposals are <br />received from vendors in November. <br />`Phase 3' Elmcrest Improvements <br />2006 CIP Allocation $55,000 <br />Phase 1 of Elmcrest's development entailed mass grading, electric service, well, turf <br />establishment and a significant irrigation system - expandable to serve the park's needs beyond <br />the initial 16 -acre soccer field area. Phase 2 was essentially the bituminous parkway, parking <br />areas and trails within the park. Additionally, many 10's of thousands of dollars of trees were <br />planted - some by volunteers. <br />Phase 3 development will consist of shrubs and perennial plants in the boulevards, and an arched <br />bridge on the most northerly wooded trail, as well as a modest entry sign for the neighborhood <br />connection at Uranium Street. Another important element of Phase 3 is the expansion of the <br />irrigation system to serve the maintained areas outside of the soccer field. This includes the <br />boulevards where the perennials are scheduled as part of the landscape plan; however, the <br />irrigation needs to be installed first. (As a point of information, during the summer of 2006's <br />drought, $16,589 in labor /equipment/water costs was expended using the water truck to keep the <br />City's investment in Elmcrest's boulevard trees alive. Irrigation of these trees will prevent this <br />expenditure from reoccurring.) <br />-249- <br />
