Background: <br />WATER AND SEPTIC SERVICE FOR CENTRAL PARK'S <br />NEW SHELTER <br />By: Mark Riverblood, Parks Supervisor <br />Case # <br />On March 28 2006, City Council authorized the construction of the replacement of the <br />concession stand and shelter at Central Park with a larger, modern structure. Council also <br />approved an Add Alternate of $57,800 for the `rough -in' for bathrooms; bringing the total <br />building cost to $369,300. The Ramsey Lion's have fully funded this project to date by a <br />contribution of $367,000; (with the City's Lawful Gambling Fund initially approved to <br />bridge a gap between donations). <br />Observations: <br />Footings, flat work and the burnished concrete block walls and columns have been <br />completed at the site, and the contractor is awaiting the roof trusses and other materials <br />for resumption of activity. The building will be completed and available for use early in <br />the spring of 2007. However, presently there is not a plan for water to the building or <br />sanitary services. Without these, several `Biffys' will continue to need to be stationed <br />nearby and serviced twice weekly for park users - and, the Youth Athletic Association <br />would`still only be able to sell prepackaged food (versus cooking hot dogs etc). <br />Municipal water and sewer may be available near the park at some point in the future. <br />Until this occurs, an alternative would be to connect the new building with the existing <br />Park Center's portable water and septic service. This would allow for three season use of <br />bathrooms and sanitary services for concession sales. As a point of information, in 2006, <br />the portable restroom expense at Central was approximately $572 per month. With <br />functioning restrooms, this could be reduced by at least one half. In addition, the quality <br />of restroom service to the many thousands of park visitors each year is greatly improved. <br />Staff requested a quote from DNR Construction Services (the park shelter contractor) to <br />provide all fixtures, plumbing, electrical and trenching and pipe from the new building, to <br />the Park Center building - to make the bathrooms and concession area fully functional. <br />This quote was $75,515 including tax, bonding increases etc. In reviewing the scope of <br />the proposed change order, it was apparent the City may reduce this amount significantly <br />- primarily by performing the trenching between the two buildings using City forces and <br />equipment. After eliminating the subcontractor trenching, pipe and incidentals, the <br />revised quote from DNR Construction is $36,710. <br />I a. <br />-251- <br />
