to preserve and capitalize upon those resources. Specific emphasis should be given to the following: a. T:::-ail corridors linking major open space and buffering incompatible land use b. Planning for re-use of the Sanitary land fill not just into a seasonal, but a year around facility. c. River frontage as an asset and how it relates with open space in the community d. A proposed county park expansion as an integral concept to our overall plan 4. The Landfill Commission should work closely with Park and Recreation Commission regarding t~e reuse of the landfill. Again, not just as a seasonal facility, but as a year around facility which will attract regional visibility. 5. In addition to coordinating the efforts of the Implementation plan, city staff should deal with the following issues: a. Regular code enforcement and building inspections. These should be looked at and recommendations made' to remove blight within the study area b. Public Utilities. City Staff and the City Engineer shoul~ review and make recommendations regarding future development of public utilities. This plan should set out specific recommendations as to how the ci ty can cooperate wi th the public and private sectors in dealing with public utility extensions, etc. . 6. Transportation sub-committee. Since a major portion of the study deals with transportation issues, it is my recommendation that we establish a Transportation sub-committee made up of members of Planning and Zoning, Economic Development, Park and Recreation Commissions as well as City staff to deal with the major issues of road frontage and road alignment. The TRansportation Committee should deal with the following areas: a. Transportation access b. Development of County Rd 116 as the main East-West distributor from Anoka to County Rd 63 and further to the West c. Extend McKinley Street west from Anoka d.
