<br />Dale Dietrich, 7730 - 178th Lane N.W., CMIler of parcels 1 and 5, asked if he <br />gets billed for both r:arcels and if fran here on the City maintains the street <br />or do they have to pay later again if the road breaks up? <br /> <br />Mr. Kosha!< explained that the street will be constructed as an all-weather type <br />surface ~rmanent road and, with normal maintenance, should last for a period <br />of 15 to 20 years. It does need to be seal coated at regular intervals. There <br />is a one year maintenance and materials bond on the road after construction is <br />completed so if any problems arise due to the construction of the street, the <br />contractor is resp:>nsible. <br /> <br />Mayor Reimann added that the City's policy is that the haneowners pay for all <br />sealcoating costs which is done approximately every 5 to 7 years. The City <br />will take care of any r:atching or washouts. <br /> <br />Mr. Dietrich asked how many parcels he will be billed for. Parcel I is all <br />swamp and it is useless. It's taxed very low and is not a buildable lot. <br /> <br />Mr. Koshak stated that if the lot were to be filled in it could be buildable. <br />A portion of it is in the flood fringe which can be filled under permitted <br />conditions. <br /> <br />Mr. Dietrich stated that he will give the City parcell for the $4,000 he would <br />have to pay on that lot for the street i.mJ;>rovement. <br /> <br />Mr. Koshak stated that it would be costly to fill in the lot, but at the <br />present time there is no restriction on building on the lot. <br /> <br />Mayor Reimann stated that the City will research the buildability of the lot <br />and if it's found to be unbuildable, the assessment would be divided up among <br />the 13 remaining parcels. It would have to be made a permanent unbuildable <br />lot. <br /> <br />~ <br /> <br />Ed Quam, owner of r:arcel 2, stated that the City should buy parcel 1 from Mr. <br />Dietrich but not make the rest of the property owners pay the $4,000 <br />assessment. He stated that he's not in favor of paying $700 a year for 10 <br />years just to drive up and down the road. <br /> <br />Larry Billmark, owner of parcel 4, asked if it is standard procedure for <br />residents to pick up the cost of seal coating and what is the approximate cost <br />of it. <br /> <br />Mayor Reimann stated that it has been fluctuating with the price of oil but <br />usually runs between $200 and $400 per lot. <br /> <br />Mr. Koshak explained that it's good maintenance practice to have streets <br />sealcoating every 5 to 7 years. <br /> <br />Mr. Billmark asked if any of this is coming out of Ramsey City funds or are the <br />residents bearing the entire cost of the project. <br /> <br />~ayor Reimann stated that the residents pay for the whole project. <br /> <br />Mr. Billmark asked if this street was ever scheduled by the City in the future <br />to be blacktopped or if this is just being considered now because a petition <br />was suanitted. <br /> <br />Public Hearing/April 12, 1988 <br />City Counci 1 <br />Page 2 of 4 <br /> <br />... <br />
