There were no plans on the part of the City to <br />blacktop this street. The only time there would be is if there is a <br />maintenance problem resulting in high I'!1aintenance costs, but that has never <br />been discussed. <br /> <br />Mr. Billrnark asked what this will do to the property taxes. <br /> <br />Mayor Reimann stated that the valuation of his home will probably go up and <br />consequently the taxes may too. <br /> <br />Mr. Billrnark questionned if the irrprovement and increased val ue of his home <br />will justify and off-set the increase in taxes. He stated that there is a <br />maintenance problem with the road. It's a washboard the day after it's graded. <br />Maybe the City has an obligation to pay for some of the irrprovenent. <br /> <br />Mayor Reimann stated that even if the City deemed that the road was a <br />maintenance problen and needed to be i~roved, the cost would still be passed <br />onto the pro};erty CMIlers. '!he City would not absorb the cost. <br /> <br />Mr. Billrnark stated that if parcell is deemed unbuildable and taken over by <br />the City, why would the rest of the 13 property owners have to bear the cost? <br />If the City represents the owner of that parcel, wouldn't they be responsible <br />for picking up the assessment on that lot? <br /> <br />Yayor Reimann stated that if the taxes weren't pa.id, the County would take over <br />the parcel and they would own it and you can't charge the County for an <br />assessment. If the property would be of sane value for the City to acquire, <br />that could be taken into consideration. <br /> <br />1I.r. Billmark asked what the sequence of events is now in continuing the <br />project. <br /> <br />Ci ty Attorney Gocrlrich stated that after tonight's hearing the Council cannot <br />act on this project for 60 days as per City Charter. This allc:ws the residents <br />affected to petition within that 60 day period against the project. If such a <br />petition is received timely and with the necessary number of signatures (50%), <br />the Council will not act on the project and it will not go forward. <br /> <br />SUsan l'arkey, 7651 - 178th Lane N.W., cwner of pa.rcel 12, stated that she has <br />lived on this street for. 14 years and it's a washboard. It has not been graded <br />that well in the past and she is in favor of the project. <br /> <br />David Ibach, amer of parcel 13, asked if the $60,300 estimated cost of the <br />project is a maximum amount or could it be higher. <br /> <br />Mr. Koshak explained that this is an estimate based on past experience with <br />other street projects in Ramsey. When the Council takes bids for the projects, <br />bids tend to come in very close to the estimates, usually within 10%. Bids can <br />be rejected by the Council if they're over that. Costs are not fixed until the <br />actual assessment period when all costs are totalled. <br /> <br />City Attorney Gocrlrich stated that the other protection we have "lith the City <br />Charter is that if the bid comes in 10% or higher than the estimate, then the <br />Council has to start the project over. <br /> <br />Public Hearing/April 12, 1988 <br />City Counci 1 <br />Page 3 of 4 <br /> <br />n <br />
