Mr. Hermanson requested that Council take into consideration the impact of three or four years of excavation for a recreational area. County Corranissioner Natalie Haas-Steffen noted that whether or not there is a ski hill, if vertical expansion is approved. there will J:::e equipnent working in the area because Waste fJI..anagement will be able to use the borrow areas. Ms. Steffen also noted that dirt or fill is a commodity and asked Waste Management to oomment on the oondition of soils on the north side of the landfill that are intended to be excavated. f.1r. Otter stated that it is not Waste Management's intention to use the fill for any other reason than cover material at the landfill, but he is sure the soil could be marketed and sold. Birdie Rotramel, 8435 - l67th Lane N.W., inquired if tubing would also be considered as an activity at the ski hill. Mr. Otter stated that if there is enough sp:lce and revenue support for tubing, it will be considered. Council noted just receiving the revised draft this evening and in order to allCM time to review it thoroughly, any further action was tabled until the April 26, 1988 regular City Council meeting. Council recessed at 9: 54 p.m. Mayor Reimann called the meeting back to order 10:10 p.m. Case #4: Request for Site Plan Review: Case of North Star Engineering: City Administrator Hartley stated that he, City Engineer Raatikka, and Community Developnent Director Norris have all reviewed this case and tonight the Planning and Zoning Commission recommended approval provided that the shared driveway off of State Highway #47 be subject to l'.!11/OOT approval and that a variance for i.rrq;ervious surface coverage J:::e granted. There is sane confusion whether or not the access onto State Highway #47 will be granted by Mn/DOT. Representatives fran North Star Engineering indicate that they have in fact received approval from l'm/DOT for access onto #47, but no one has written documentation as to the status of that access. Mr. Hartley suggested to the . Council that having or not having that access is a substantial change to the preliminary plat and Council should take that into consideration. Nr. Jim Philipi, North Star Engineering Consultants, stated that the proposal is that of Amoco Oil Company, not North Star Engineering, and if the request is granted it would J:::e in that name. l<".r. Philipi went over the location of the facility and stated that fran their standpoint the developnent itself may hinge on driveway placement. They're also faced with time constraints.
