<br />Mr. Koshak stated that City Engineer Raatikka was concerned about what the <br />design and planning section had to say about the overall entrance situation <br />onto #47 and that it may cause traffic problems. Mr. Raatikka recommends that <br />this entrance not be allowed and that consideration be made regarding a back <br />approach to the pro};:erty. There was also a question about turning motions in <br />that back-up might be a problem. This issue should be carefully examined by <br />the Highway Department and should be resolved Friday when Mr. Raatikka meets <br />with them. <br /> <br />Councilrnember DeLuca asked what other concerns the state has. <br /> <br />Mr. Hartley stated that the distance fran the intersection is probably the most <br />important consideration. <br /> <br />Discussion ensued regarding turn lanes and access fran State Highway #47. <br /> <br />Mr. Art Raudio stated that this is a good developnent and it would be an asset <br />to the community. 'Ihe site plan rould be approved contingent upon approval <br />fran the State. <br /> <br />Motion by Councilrrember Cox and seconded by Councilrnember Sorteberg to accept <br />the Planning and Zoning Commission's recommendation and approve North Star <br />Engineering's request for site plan review and enter into a development <br />agreement with them with consideration that it have a shared driveway, only a <br />right turn access, and provided that access fran State Highway #47 is approved <br />by the Minnesota Department of TransFOrtation. <br /> <br />Further discussion: City .Administrator Hartley noted that the applicant will <br />be required to apply for a variance to the impervious surfacing limitations. <br /> <br />Motion carried. Voting yes: lI.ayor Reimann, Councilmembers Cox, Sorteberg, <br />DeLuca, and Pearson. Voting no: None. <br /> <br />Case #6: Request for Preliminary Plat Approval of Oakwood Hills: Case of <br />Mr. David SChulte: <br /> <br />City Administrator Hartley stated that the Planning and Zoning Commission <br />reconunended approval with the following exceptions: a) Several lots require <br />filling pr ior to being built on; b) Lots 1, 3, 4, and 8, Block I and Lot 2, <br />Block 2 require variances to frontage; c) The 50 foot drainage easement along <br />the ditch should be extended across Lot 2, Block 2; and d) The Park and <br />Recreation Commission recammended that land be acquired parallel to the ditch <br />for a f~~ure trail. <br /> <br />Mayor Reimann raised concerns over the cul-de-sac to Lot 10. <br /> <br />Discussion ensued regarding roadways to the plat. <br /> <br />For the record, Ms. ArIa Vel tin stated that she would donate 75 feet for a <br />recreational trail rorridor. <br /> <br />Councilmember DeLuca expressed concerns about waiving Mr. Schulte's <br />resFOnsibility of paving that portion of 160th Lane N.W. west of Wolfram Street <br />N.W. <br /> <br />City Attorney Goodrich stated that we would have to show hardship in order to <br />grant a variance to blacktopping. <br /> <br />City Council/April 12, 1988 <br />Page 8 of 13 <br />
