W., Ramsey, Minnesota <br />regarding Mr. James Meyer's request for an amusement center and billiard <br />tables license for The Place i1. <br /> <br />M:rnbers Present: Mayor Gary Reimann <br />Councilmernber AI Pearson <br />Councilmember Arnie Cox <br />Councilmernber Steve DeLuca <br />Councilmember AI SOrteberg <br /> <br />Also Present: City Administrator David HarUey <br />City Attorney William Goodrich <br />Merland otto, Hakanson-Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7: 07 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />PRESENl'ATION <br /> <br />, <br />~ <br /> <br />Mr. Hartley stated that Mr. James Meyer is requesting a license to <br />establish a billiard and amusement center on l67th Avenue N.W., in the area <br />of the Super Valu store. Mr. Meyer's request is for 30 video devices and 8 <br />pool tables. At a previous meeting, City Council recognized the potential <br />impact on surrounding businesses and requested that a public hearing be <br />conducted regarding the request. <br /> <br />Mr. Hartley stated that City Council and City Staff also previously <br />discussed the septic tank capacity, number of restrooms required and <br />adequate curfew enforcement at the site. As a result of that discussion, <br />City Staff recommends the following terms being listed in the license if it <br />is approved. <br /> <br />1. The facility must have two bathroans (one male and one female). <br /> <br />2. 'lhe hours of operation may not exceed 11: 00 a.m. to 12: 00 midnight <br />Sunday through Thursday and 11: 00 a.m. to 1: 00 a.m.. the next day on <br />Friday and Saturday. <br /> <br />3. The license is not assignable to heirs or assigns. <br /> <br />4. Failure to enfore the City's curfew regulations will be grounds for the <br />revocation of the license. <br /> <br />5. 'lhe CMner will notify the p-amsey Police Department of the name, address <br />and phone number of all operational managers or changes in such <br />managers. <br /> <br />6. Licensee shall not permit the consumption of alcoholic beverages or <br />wine on the premises. <br /> <br />7 .
