Councilmember Cox stated that it <br />could be the City, Minnesota, Anoka County, Burlington Northern or a <br />combination of all. Ragna Pearson inquired if Burlington Northern has the <br />right to condemn property for public use. Mr. Hartley replied that <br />there is a State agency that has the right of eminent domain but Burlington <br />Northern itself doesn't; Ramsey has the right of eminent domain if it can <br />prove there is public purpose; that a project is public purpose is not easy <br />to establ ish. <br /> <br />fution carried.
