Hartley refX)rted that the Planning and Zoning Commission conducted a <br />public hearing regarding profX)sed amendments to the City's Comprehensive <br />Plan to exapnd the Urban boundaries. Planning and Zoning has recommended <br />that the Urban boundaries be expanded to only include that area west of <br />Ramsey Terrace. <br /> <br />Mr. Goodrich noted that Planning and Zoning's recommendation should have <br />been supported by findings of fact. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />request that the Planning and Zoning Commission prepare findings of fact to <br />support their recommendation regarding proposed amendments to the City's <br />Comprehensive Plan. <br /> <br />Motion carried. voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,' <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #14: 1988 Central Park Improvements (Warming Hous~ AnQ Park <br />Center): <br /> <br />Mr. Otto stated that the plans and specs for the warming house at Central <br />Park have been revised to reduce the estimated cost to $90,000. The <br />revisions include deleting low-maintenance concrete block, vandal-proof <br />fixtures and energy efficient lighting and furnace. Mr. Otto noted that <br />initial construction cost savings may be consumed in later years by the <br />additional maintenance required. <br /> <br />Council discussed adding a vestibule to the building to prevent the heat <br />loss incurred with a direct access to the building. <br /> <br />Mr. Otto stated that meetings have been held with the Park Committee to <br />develop requirements for the Park Center; the building has been expanded <br />considerably from original dratlings. The preli.minary cost estimate for the <br />Park Center is $200,000 and Council allocated $75,000 for the building in <br />1987 . <br /> <br />Councilmernber Cox stated that he thought Council approved $150,000 from <br />surplus revenue for the Park Center in addition to the 1988 budgeted <br />amount. <br /> <br />Mr. P..artley read from previous Council minutes where a motion was passed to <br />appropriate $85,000 for a multi-use facility to be built at Central Park in <br />1988. <br /> <br />Motion by Councilrnernber Cox and seconded by Ccuncilrnember DeLuca to adopt <br />Resolution #88-87 approving plans and specifications for a warming house <br />and ordering advertisement for bids for Improvement Project #88-16. <br />(Please refer to resolution file for Resolution #88-87). <br /> <br />Further Discussion: Councilrnember DeLuca inquired if the motion intended <br />to approve the revised or the original specs.
