support our local school district. NJt many of us are overjoyed to see a
tax increase no matter the reason. In a recent article attributed to Mr.
L€w Finch, the superintendent of schools, he pointed out that this area is
getting short~hanged as a 1 mill increase in taxes represents only about
$22 per student. That compares with St. wuis Parks $90 per student and
Bloanington's $86 or $87. The difference is in the amount of taxes paid by
businesses versus the number of students. We need to attract business or
we can expect our taxes to continue to increase at an unacceptable rate.
We can't blame government. The most conservative estimates of growth
suggest that Ramsey will grav by 25% to 35% between 1987 and 2000. Can you
and I afford to live in a bedroan community? In closing, I would ask you
to consider the issues discussed by: a) Support the community leaders you
elect by encouraging far-sighted decision making; b) wok at the long term
conununity benefits rather than short term self-interests. The 'me first'
attitude championed in the 60's doesn't work; c) Ramsey is a growing
community whether we like it or not. . It will require more or expanded
services. If we do not want to be know as one big 'eyesore', we should not
start by destroying a form of transportation resource that cannot be
duplicated or rebuilt."

Case #20: Landfill Conunission Name Change:

Mr. Hartley stated that he and l-lr. Goodrich have researched and can find no
reason why the Landfill Commis$ion name couldn't be changed to the Ramsey
Environment, Health and Solid Waste Commission. However, a simpler name
might be preferred.

Mr. Bacon of the Landfill Conunission was present and stated that he agrees
a simpler name would be preferred but the scope of the Landfill Commission
is much broader than the landfill issue.

~x. Kurak of the Landfill Commission was present and stated that the
Commi$sion should be renamed the Landfill Closing Committee; he is
interested in regulations to close the landfill rather than how to collect
garbage.

Mr. Otto noted that the Landfill Commission has been charged with
coordinating the Landfill Abatement Plan and therefore is involved with
sol id waste issues in addition to the landf ill.

Motion byCouncilmember Cox and seconded by Councilmember Pearson to
request that the Landfill Commission research and recommend a new name that
would be simpler and yet reflect the scope of the Commission.

Motion carried. Voting Yes: ~.ayor Reimann, Councilmernbers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #21: QPdate On Status Of Easement Acquisition For Front Street NW:

Mr. Goodrich reported that progress is being made on purchase agreements
for easement acquisitions for Front Street N.W.
Ci ty Council/May 24, 1988

.""\~
