Assoc iati on: <br /> <br />GE.ry Ostrom of UPA was present requesting approval to have that property <br />approved for construction of an electrical substation conveyed to UPA by <br />metes and bounds rather than minor subdivision. Mr. Ostrom stated that <br />conveying such a small parcel of land by minor subdivision is an <br />unwarranted expense. <br /> <br />Mr. Goodrich stated that Council must find a hardship relating to the <br />characteristics of the property in order to approve a metes and bounds <br />subdivision. Mr. Goodrich stated that in revie,,'ing the case, he cannot <br />fint a~y legally suffitient hardship t~ warrant a metes and bounds <br />subdivision. <br /> <br />Mr. Ostrom stated that the hardship would be the adc1it ional cost involved <br />with a minor subdivision; that cost will have to be passed onto the <br />consumers. <br /> <br />Mr. Goodrich stated that economic conc.er~s do not constitute sufficient <br />reasons for hardship. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember DeLuca to deny <br />the request of United Power Association to find a hardship imposed by the <br />minor subdivision requirements of the City Code. <br /> <br />Further Discussio~: Mr. Ostrom stated that he fails to see the reason for <br />requiring a minor subdivision which will accomplish no more than a metes <br />City Council/October 25, 1988 <br /> <br />Page 8 of 18 <br />
