<br />--") <br /> <br />PROCEEDINGS OF CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, July 12, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding the extension of utilities to Carson and Anderson <br />projects. <br /> <br />Members Present: Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Al Sorteberg <br />Councilmember Steve DeLuca <br />Councilmember Al Pearson <br /> <br />Also Present: City Administrator David Hartley <br />City Attorney Bill Goodrich <br />Community Development Director Anne Norris <br />Merland Otto/Hakanson-Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:35 p.m. <br /> <br />) PRESENTATION: <br /> <br />Mr. Hartley stated that the proposed project is the extension of utilities <br />to an area two individuals wish to develop. The utilities will pass <br />through an area that does not currently have utilities; the project does <br />not intend to make utilities available to that area because of Council <br />policy not to extend utilities to any areas that do not want them. <br /> <br />Merland Otto showed the proposed alignment for extension of the sanitary <br />sewer. Mr. Otto state~ that none of the area in Flintwood Hills and Ramsey <br />Terrace will benefit by extending the sewer trunk through them and they <br />will not be assessed for the extension of the trunk. Mr. Otto showed the <br />alignment for the water main. <br /> <br />Merland Otto stated that the estimated total cost to extend sewer and water <br />trunks to the Carson and Anderson projects is approximately $365,000. The <br />estimated total cost to extend laterals to the Anderson project is $490,000 <br />and $205,000 for the Carson project. The estimated cost per unit for sewer <br />is $409.09 and $909.88 for water. The assessed cost for water trc.nk source <br />and storage will exceed the current project cost; the excess revenue will <br />be used for future construction of wells and water towers._ Tax increment <br />revenue in the amount of $224,098.35 will be used to help finance the <br />project. The estimated total cost for sewer and water service per unit in <br />Anderson's plat is $3740.46 and $3803.70 in Carson's plat.
