<br />) <br /> <br />The total estimated annual cost per unit in Anderson's plat LS $1300.00 and <br />$1317.00 in the Carson plat. <br /> <br />Mr. Otto stated that the project appears to be technically and financially <br />feasible. <br /> <br />Mr. Hartley stated that another impact to Flintwood I and Ramsey Terrace is <br />that a substantial part of the road would have to be replaced and this <br />would be at the cost of the project. During the period of construction, <br />there will be an interruption of access service to the property. <br /> <br />Mr. Hartley stated that the City's Comprehensive Plan needs tobe amended <br />. in order to extend utilities to the Carson and Anderson projects. There is <br />a workshop scheduled for August 16 to discuss this issue with the Planning <br />and Zoning Commission. The density issue affecting the greater part of <br />Ramsey also needs to be resolved before the Anderson project can proceed <br />and before any tax increment financing can be extended to the Carson or <br />Anderson project. <br /> <br />Mr. Hartley stated that following this hearing, there is a 60 day waiting <br />period; following that, the projects may proceed provided the developer is <br />prepared to pay for the utilities, the comprehensive plan amendment is in <br />place and the city is prepared to offer the tax increment revenue. <br /> <br />CITIZEN INPUT <br /> <br />\ <br /> <br />Bob Schwartz - 5600 142nd Avenue - Inquired if the REC charges are to <br />existing residents on 142nd or future residents of Carson and Anderson <br />developments. Inquired as to who pays for resurfacing 142nd. Inquired if <br />taxes would increase in Ramsey Terrace and F1intwood as a result of sewer <br />and water services being available. <br /> <br />Mr. Otto stated that the REC charges are to future units in the Carson and <br />Anderson Developments; the cost to resurface the road is charged to the <br />project and not to existing residents. <br /> <br />Mr. Hartley stated that the project will not increase property taxes in <br />F1intwood and Ramsey Terrace because those properties will not have access <br />to those utilities and it will take considerable work to make them <br />available to those properties. Those utilities will not be made available <br />to any properties in Flintwood and Ramsey Terrace unless they submit a <br />vali~ petition to the City requesting those services. <br /> <br />Bob Arhart - 14140 Germanium Street N.W. - Expressed that the extra depth <br />required for the installation of sewer mains will destroy large trees in <br />the area.
