Mr. Raatikka and Ms. Norris met Mr. Holmquist <br />on the site and Holmquist asked for assurance that there would be a <br />rezoning if he granted the easement. Mr. Goodrich stated that he <br />specifically told Mr. Holmquist that a trade-off would not be possible and <br />because of that issue. eminent domain proceedings were initiated; Mr. <br />Holmquist turned down the $3800 offer but signed the waiver of trespass. <br />Mr. Holmquist still has the ability to go through with condemnation if he <br />is not satisfied with the $3800. Rezoning has to be an independent action <br />by City Council and condemnation and easement grants should not be <br />considered in relation to it. <br /> <br />Mr. Holmquist stated that Mr. Raatikka indicated that the sewer and water <br />would bypass his property if he did not sign the waiver that day and that <br />he was confident Council would approve the rezoning. <br /> <br />Neal Pratt - Stated that residential property near Mr. Holmquist's property <br />will have a property devaluation if he is allowed to rezone part of the <br />parcel to Business. <br /> <br />Councilmember DeLuca suggested that Mr. Holmquist utilize the conditional <br />use permit process to obtain a business use for the northern portion of the <br />property and still give the City control over the use. <br /> <br />.) <br /> <br />Mr. Goodrich stated that if a conditional use permit is approved, the City <br />would be willing to provide Mr. Holmquist's mortgage company with assurance <br />that the use is perpetual. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca <br />directing City Staff to prepare findings of fact relating to Mr. Dennis <br />Holmquist's request for subdivision and rezoning. <br /> <br />Further Discussion: Mr. Hartley stated that consideration of the findings <br />of fact will be on the August 9 Council agenda. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox. <br /> <br />Case #6: Request For Site Plan Review; Case of Mr. Don Nordvik: <br /> <br />Ms. Norris stated that Mr. Nordvik is requesting site plan review of his <br />proposed building at 8020 147th Avenue to be used for light manufacturing <br />and warehousing. Planning and Zoning rec ommended site plan appr oval, <br />noting City Code requirements for treatment of exterior facade. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to <br />approve Mr. Don Nordvik's request for site plan review. . <br /> <br />Motion carried.
