Voting No: <br /> <br />Voting Yes: Nayor Reimann, Councilrnembers Sorteberg and <br />Councilmernbers DeLuca and Pearson. <br /> <br />Case #4: Advisory Election For The Establishment Of A Volunteer Fire <br />Depa rtrrent: <br /> <br />Mr. Hartley recalled that at it's last meeting, the City Council received a <br />request to reconsider it's decision to place the question of whether or not <br />to establish a volunteer fire dep:irbnent on the April 19 special election <br />ballot. At that time, Council was informed of other means of finding out <br />public opinion. For Council's information, enclosed in the agenda is <br />background information regarding Decision Resources, Ltd., a market and <br />survey research firm. <br /> <br />Council took no action to hire a market research firm and directed that <br />City Staff continue to prepare financing options for a volunteer fire <br />dep:irbnent so that those figures vdll be ready for Council review at it's <br />next meeting and publication in the Ramsey Resident prior to the April 19 <br />election. Council also suggested that use of landfill money for the <br />establishment of a fire dep:irbnent should be considered. <br /> <br />Case *5; Review Proposed Density Pol icy: ' <br /> <br />Mr. Hartley stated that there are development proposals before the city <br />that include municipal sewer and water which are not possible unless <br />Ramsey's urban area is expanded. Metro Council guidelines are that <br />expansion is possible and will be approved provided there is sufficient <br />sewer capacity on the system and that the city has met certain density <br />standards. l'bt one more lot can be developed in Ramsey's rural area and <br />still meet the 1 household per 10 acre density standard. Every effort is <br />being pL~ into negotiating with Metro Council for an interpretation of that <br />policy that \-lould be less than 1 in 10. Those negotiations may require the <br />city to change it's interpretation of the 1 in 10 policy fran 2.5 to 3 _ 5 <br />acre minimum lot sizes in order to be approved for an expanded urban area. <br /> <br />Case #6: Report em Corona: <br /> <br />Councilmernber Pearson stated that Ramsey is being requested to entei -111'Eb a <br />joint powers agreement with the CORONA organization and to also support <br />proposed legislation that would allow the construction of public <br />improvements through taxing districts. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />Ci ty Council/February 9, 1988 <br /> <br />Page 8 of 14 <br /> <br />~ <br />
