Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing City Staff to draft an ordinance amendment, for Council introduction at it's next meeting, that would increase the number of authorized off-sale liquor licenses available in Ramsey fran two to three. Motion carried. Cox. Voting No: Voting Yes: Nayor Reimann, Councilrnembers Sorteberg and Councilmernbers DeLuca and Pearson. Case #4: Advisory Election For The Establishment Of A Volunteer Fire Depa rtrrent: Mr. Hartley recalled that at it's last meeting, the City Council received a request to reconsider it's decision to place the question of whether or not to establish a volunteer fire dep:irbnent on the April 19 special election ballot. At that time, Council was informed of other means of finding out public opinion. For Council's information, enclosed in the agenda is background information regarding Decision Resources, Ltd., a market and survey research firm. Council took no action to hire a market research firm and directed that City Staff continue to prepare financing options for a volunteer fire dep:irbnent so that those figures vdll be ready for Council review at it's next meeting and publication in the Ramsey Resident prior to the April 19 election. Council also suggested that use of landfill money for the establishment of a fire dep:irbnent should be considered. Case *5; Review Proposed Density Pol icy: ' Mr. Hartley stated that there are development proposals before the city that include municipal sewer and water which are not possible unless Ramsey's urban area is expanded. Metro Council guidelines are that expansion is possible and will be approved provided there is sufficient sewer capacity on the system and that the city has met certain density standards. l'bt one more lot can be developed in Ramsey's rural area and still meet the 1 household per 10 acre density standard. Every effort is being pL~ into negotiating with Metro Council for an interpretation of that policy that \-lould be less than 1 in 10. Those negotiations may require the city to change it's interpretation of the 1 in 10 policy fran 2.5 to 3 _ 5 acre minimum lot sizes in order to be approved for an expanded urban area. Case #6: Report em Corona: Councilmernber Pearson stated that Ramsey is being requested to entei -111'Eb a joint powers agreement with the CORONA organization and to also support proposed legislation that would allow the construction of public improvements through taxing districts.
