CO.11m . <br />STATE OF M.lNNESarA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday, February <br />24, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding extension of sewer and water to Outlot B, Rum Acres <br />Estates. <br /> <br />Members Present: Hayor Gary Reimann <br />Councilrnember Arnie Cox <br />Councilmember Al Sortebe.rg <br />Councilnernber Al Pearson <br />Councilmember Steve DeLuca <br /> <br />Also Present: City lIdrninistrator Dav1.d Hartley <br />City Attorney William Goodr~ch <br />City Engineer Peter RaatikKa <br />Community Development Director Anne Norris <br /> <br />CALL TO ORDER <br />Mayor Reimann called the public hearing to order at 7:54 p.m. <br /> <br />PRESENI'ATION <br /> <br />Ci ty Engineer Raatikka stated that the estimated cost to extend sewer trunk <br />from l49th to Outlot B of Rum Acres Estates is $28,00U. The estimated cost <br />to extend waterrnain is $26,600. The costs would be assessed to Outlot B <br />which is proposed to be a 75 unit deve1opnent; the p:r unit estimated cost <br />is $728.00. Those assessment would be amortized over a 5 year period for <br />an annual cost of $19~.05. <br /> <br />Mr. Raatikka noted that an amendment to the City's Comprehensive Plan is <br />necessary to have this area included in the City's urban area. The <br />scheduling of this project is contingent upon that action. <br /> <br />P~. Bartley explained that Metro Council is concerned that Ramsey is <br />p:mitting developnent in rural areas at more than 4 units p:r 40 acres or <br />a density of 1 in 10. The reason for this POllCY is to address Metro <br />Council's conce::n with deve10pnent being p:rmitted at densities that cause <br />pollution to the soil from on-site septic systems. Currently, Ramsey is <br />interpreting that policy to allOW development on 2.5 acre minimum lots; <br />following Metro Council's policy to the letter would require 10 acre <br />minimum lot sizes with 25% Class A soils that would support an on-site <br />septic system. As a compromise, Ramsey Council may want to consider <br />negotiating with Yetro Council foradaitional sewer capacity by continuning <br />to develOp 2.5 acres lots in the rural area but v7ith 100% Class A soils to <br />prove the city is responding to pollution concerns. <br /> <br />City Council Public Bearing/February 24, 1988 <br /> <br />Page 1 of 2 <br /> <br />3? <br />
