<br />Colmcilrrember Cox noted that if a fire department is established, the City <br />would still have to contract with Anoka/Champl in and Elk River for fire <br />protection for two years until Ramsey's department is established and <br />operating; immediate action should be taken to avoid hav ~ng to look to <br />contracting for fire protection for another three years. <br /> <br />Motion by Councilnember Cox and seconded by Councilmember Sorteberg, for <br />discussion, to indicate the City's willingness to comrr,it $500,000 of tne <br />proceeds from the sale of the landfill to be used in establish~ng a <br />volunteer fire department in Ramsey. <br /> <br />Further Discussion: Councilnember Sorteberg inqui red if use of landf ill <br />money for financing will be indicated on the special election ballot. Mr. <br />Hartley replied that whether or not to include financing information on the <br />ballot will be Colmcil's choice. Mr. Hartley noted that the abil i ty to <br />find volunteers to serve in the fire department will be the determining <br />factor as to whether or not there will have to be a third year contract <br />\dth Anoka/Champlin and Elk River for f~re protection. Mr. Art Raudio - <br />1404 South Broadway - Sauk Rapids - Stated he assisted in establishing a <br />fire department in Saul{ Rapids and it reallydoesn' t cost much more than <br />contracting for that protection when you take funding and financing methods <br />into consideration; a volunteer f~re department is also one more entity <br />that makes a city coherent. Councilmember Pearson noted that in the <br />future, as Anoka, Champlin and Elk River grow they may not be able to <br />continue to serve Ramsey. <br /> <br />M:>tion carried. Voting No: None. <br /> <br />Case #3: Review Plans For 5,pecial Election Of ~ri1 19, 1988: <br /> <br />Council reviewed the proposed resolution determining the questions to be <br />included on the April 19, 1988 special election ballot and the polling <br />place. <br /> <br />Motion by Cotmcilmember Cox and seconded by Councilrrember Pearson to adopt <br />Resolution #88-32, amended as follo'r,'s, establishing certain specific <br />directions with respect to the Apr~l 19, 1988 special election: (Please <br />refer to resolution file for Resolution #88-32.) <br /> <br />Item #2.b should read as follOWS: 'The City Council of Ra~sey, <br />Minnesota requests the advice of the electorate. Shall the City of <br />Ramsey create, equip and vund a volunteer fire department to serve the <br />fire protection needs of the City of Ramsey? yes / no <br /> <br />Delete Item #3 to designate the Ramsey Municip;D. Center as the polling <br />place for all three precincts. <br /> <br />Motion carried. Voting Yes: lI.a.yor Reimann, Councilnembers Sorteberg, Cox, <br />DeLuca and Pearson.
