<br />'1 <br /> <br />Mr. Jack Ippel stated that bis concern is that the use will generate steam <br />or smoke that could be a hazard to visibility on the airport approach area, <br />especially since there is no airport zoning in place to enforce. Mr. Sauer <br />replied that the new site will have better emission control tban the <br />existing site on the H&S property and the operation should not affect <br />airport visibility. Mr. Kurak noted that the city is making a concession <br />in zoning and there should be some financial benefit to the city to offset <br />the cost of services this business will require. Mr. Goodrich stated that <br />under existing ordinances, the city doesn't have the right to consider <br />financial benefit. Mr. Hartley stated that there is no legislation in <br />Ramsey that provides for collection of a fee that reflects impact of a <br />particular land use. <br /> <br />Motion carried. Voting Yes: Ma)Tor Reimann, Councilmembers Sorteberg, Cox <br />and Pearson. Voting No: Councilmember DeLuca. <br /> <br />Council recessed at 8:20 p.m. <br /> <br />Mayor Reimann called tbe meeting back to order at 8:30 p.m. <br /> <br />Case #2: Petition To Brin~ AirDort Zonin~ Ordinance #87-7 To A <br />Referendum: <br /> <br />Councilmember Cox stated that the City is studying the feasibility of a <br />volunteer fire department. the citizens have indicated a desire to vote on <br />various issues and tbe most should be gained from the cost of a special <br />election. <br /> <br />~~) Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt <br />Resolution #88-2 declaring a petition to subject Ordinance ~87-7 to a <br />referendum to be sufficient and setting a date for a special election on <br />the establishment of airport safety zoning and an advisory question on tbe <br />establishment of a voluntary fire department for April 19, 1988. <br /> <br />Furtber Discussion: Mr. Hartley stated tbat be does not bave a resolution <br />prepared to address an advisory referendum on tbe establisbment of-a. <br />volunteer fire department and requested tbat Council's motion refer only to <br />tbe airport issue. . . <br /> <br />The motion was restated as. follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt <br />Resolution #88-2 declaring a petition to subject Ordinance #87-7 to a <br />referendum to be sufficient and setting a date for a special election on <br />April 19. 1988.
