Case #8: Renort From Fire Safetv Committee:

Mr. Hartley stated that the Fire Safety Committee met to establish
timetables for developing a financial plan and establishing a proposed
o r g ani z a t ion a I pIa n for t b e fir e d e par t men t .

Mr. Dave Bawden stated tbat tbe Committee is very concerned about an
advisory question regarding a volunteer fire department being included on
the April 19 ballot regarding tbe airport safety zoning ordinance. The
Committee feels tbat the special election will attract only .negative voters
because of tbe airport issue and it will be an unfair representation of bow
the community really feels about a volunteer fire department. The
alternatives recommended are: delete the fire department question from the
April 19 ballot, cboose anotber election date to include a question on the
fire department or solicit a professional public opinion poll of the fire
department.

Council noted that the fire department question to be included on the April
19 ballot is advisory and not binding; the special election is tbe most
cost effectiv~ way to get a fairly reasonable indication of bow the
community feels about a volunteer fire department and this issue should be
brought up for further discussion when all councilmembers are present.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to
table furtber .discussion of the report from tbe Fire Safety Committee until
tbe February 9 City Council meeting.

"
~~

Motion carried. Voting Yes: Mayor Reimann, Counci1members DeLuca and
Pearson. Voting No: None. Absent: Councilmembers Sorteberg and Cox.

Case #9: Desi~nate Uses For 1988 CDBG Funds:

Ms. Norris reported tbat a decision bas to be made regarding tbe use of
1988 CDBG Funds.

Councilmember DeLuca volunteered to work witb city staff to prepare
recommendations for tbe use of 1988 CDBG Funds.

Council directed tbat use of CDBG Funds be placed on tbe February 9 Council
agenda.

Case #10: Railroad Rea1iVnment:

A map was presented sbowing tbe proposed railroad real ignment on Ramsey'" s
zoning map.

Council consensus was tbat tbe Road and Bridge Committee sbould review tbe
proposed railroad realignment, costs and available funding sources and
report back to City Council witb a recommendation.

Mr. Goodrich bave a brief status report on tbesubject on establishing
Dayton-Port as a public railroad crossing and closing tbe crossing on Puma
Street; one specific issue tbat will be coming before Council for approval
City Council/January 26, 1988
