') L. During the discussion, comments were made that the City should negotiate for a year around recreational facility at the landfill site and a water system encircling the landfill. Motion by Commissioner Ippel and seconded by Commissioner Kurak to indicate to City Council that the Econanic Developnent Commission position is that no expansion of the landfill should be permitted and the site should close at it's currently permitted capacity. Further Discussion: Commissioner Hardin stated that the Commission has not studied the ski hill issue enough to make a recorranendation; there is some good that can come from a ski hill or sane other year around use of that area; sending a message of not favoring any type of negotiations might restrict the outcome of that project; anybody having concerns with the proposal should attend the special Council meeting on March 9. Commissioner Gorecki stated that the Commission has been negotiating with Waste Management to make a positive situation out of a negative situation. Commissioner Muller stated that if it appears the agencies above Ramsey will approve the vertical expansion, then the City should try to gain some benefit out of the situation. Chairman Greenberg stated that he is sure City Council has already made everty effort to have the landfill closed. Commissioner Ippel stated that the City should continue opposing the ?ertical expansion until it is mandated. Chairman Greenberg replied that the City is trying to make a positive out of a negative. Commissioner Ippel stated that if the vertical expansion is not approved, the landfill would have to be closed and capped. l-btion failed. Voting Yes: Commissioners Ippel and Kurak. Voting No: Chairman Greenberg, Commissioners Muller, Wagner, Hardin and Gorecki. Absent: Commissioners Fults and Vevea. COMMISSION roSINESS Case #1: SUbcommittee ~rts: f) Star City Work Program SUbcommittee - Commissioner Gorecki noted that progress is being made on the Star City tasks even though the deadline for the business surveys was not met. The new deadline for completing the surveys is March 31. Ms. Yvonne Curan is working on the labor survey and the cormnunity prOfile. a) Legislative Subcommittee - i. Review of cornrrercial/ industrial property taxes - ~btion by Commissioner Muller and seconded by Commissioner Ippel to draft a letter to State legislators indicating that the Ramsey Economic Development Commission is of the opinion that any surplus funds available should be used for commercial/industrial property tax rebates.
