<br />---) <br /> <br />., <br />! <br /> <br />PROCEEDIl'{;S OF CITY COON:IL <br />CITY OF RAMSEY <br />ANCEA COONI'Y <br />STATE OF MINNESorA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, March 8, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: Mayor Gary Reimann <br />Councilnember Al Pearson <br />Councilnember Steve DeLuca <br />Councilnanber Arnie Cox <br /> <br />Also Present: City Administrator David Hartley <br />City Attorney Bill Goodrich <br />Community Developnent Director Anne Norris <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Councilrrember Al Sorteberg <br /> <br />CALL TO ORDER <br /> <br />z.'ayor Reimann called the regular City Council meeting to order at 7:45 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPm' <br /> <br />David Olson - 7631 170th Lane N.W. - Sutmitted a petition requesting street <br />improvements in Caroline Acres. <br /> <br />Carl Anderson - 6331 153rd Lane N.W. - Referred to Mr. Tom Guyer's request <br />for a wild animal license. stated that it is the responsibility of the <br />Planning and Zoning Commission to recomend to the City Council it's <br />determination of whether or not a proposal is permitted under the zoning <br />ordinance and if the proposal will adversely affect the surrounding <br />neighborhood. T'nere are 3 neighbors adjacent to Mr. Guyer that are opposed <br />to the keeping of the black bears; two neighbors across the street are in <br />favor of the license being granted. There has been opposition expressed <br />for the. past 7 m:mths regarding the license to j(eep the bears; the wild <br />~ ordinance just adopted is a direct result of Mr. Guyer's case. <br />Planning and Zoning recommended approval of the request for a wild animal <br />license with certain restrictions (providing a secondary enclosure), even <br />though a variance was required to virtually every facet of the ordinance. <br />The ordinance requirement regarding specially equipped vehicles for <br />transporting the wild animals has not been addressed by Mr. Guyer. <br />Inquired if the variances granted will be detrimental to the public safety, <br />health and welfare or injurious to property. Mr. Guyer claims he has not <br />had any trouble so far but there is always a chance of a wild animal <br />getting loose and they can be tough to recapture. Inquired \I,'hy ~..r. Guyer's <br />insurance company cancelled his homeowners policy. Inquired who is <br />City Council/!I.arch 8, 1988 <br /> <br />Page 3 of 14 <br /> <br />30 <br />
