,-'p

responsible if an officer responds to a call for help at Mr. Guyer's
address and is injured as a result of a wild animal.

Mr. Tim Klingbeil - 15430 Sunf ish Lake Blvd. - Referred to Mr. Guyer's
request for a wild animal license and stated that bears do not belong in
residential neighborhoods. Mr. Guyer's request requires too many variances
to justify granting; he does not meet setbacks, minimum lot size, have a
secondary enclosure or liability insurance. Stated he doesn't believe the
enclosure is structurally sound; the bears are fed produce scraps and that
together with their bodily wastes creates a bad odor in the summer.

Tan Guyer - 15408 SUnfish Lake Blvd. - l'bted that there was no wild animal
ordinance in place when he brought the bears into Ramsey and he had no
guidelines to follow. Stated he feels his request should be grandfathered
in and noted that there is no State law that requires keepers of wild
animals to have liability insurance. With regards to providing for the
transporting of the animals, he has no intention of taking the bears
anywhere.

APPROVAL OF AGEIDA

Motion by Councilnanber DeLuca and seconded by Councilnember Cox to approve
th2 agenda with the following additions:

Case #14: Formal acceptance of petition for public improvements in
Caroline Acres.

Case #15: Discussion regarding CORmA.

Case #16: Easements for sewer and water improvements south of Hwy.
flO and east of Sunfish Lake Blvd.

Case #17: Information on a lawsuit; Gallagher versus Van Wagner.
Case t18: Discussion regarding bid specs for park maintenance.

Motion carried.
