Council recessed at 9: 09 p.m. Mayor :Reimann called the regular Council meeting back to order at 9: 25 p.m. C".i'\!=;e 14: Request For City Participation (Tax Increment Financing) In Proposed Project: Case Of Mr. Duke Carlson And Mr. Rick Foster: Mr. Hartley stated that Duke Carlson and Rick Foster are requesting the use of tax increment financing for their proposed apartment project to be located on Lot 2, Block 1, OXbow Addition. Motion by Councilmember Pearson and seconded by Councilmernber Cox to approve the request by Mr. Rick Foster and Mr. Duke Carlson for City participation in the proposed apartment project and direct City Staff to prepare an appropriate preliminary developnent agreanent. Further Discussion: Councilnember Cox inquired as to what is planned for screening between the project and the property to the south. Mr. Carlson stated that there are no definite plans, other than the existing trees, to buffer the project fran property to the south. Ms. Norris replied that buffers can be reviewed during the site plan process. lVbtion carried. Voting Yes: Pearson. Voting No: None. Case #5: Request For Site Plan Review: C'F-!=;e Of Mr. Richard Dreher: Ms. Norris stated that Mr. Dreher is requesting si te pI an rev iew of the proposed second phase of River's Bend Plaza. Ms. Norris noted that the square footage for Phase II has been decreased from what was originally planned in order to provide a contiguous play area for the major tenant, a day care center. Mr. Richard Dreher presented copies of the original and revised drawings for River's Bend Plaza. Motion by Councilnember Cox and seconded by Councilrrember DeLuca to approve Mr. Richard Dreher's request for site plan rev iew. Further Discussion: Councilrrember Cox complimented the project and noted that the landscaping should not include the placement of trees that block the view of the tenants in the center. Case #6: Introduce Ordinance Settino Guidelines ~~d Standards For The Issuance Of Charitable Gamb'ino Lic~~ses In Tne Citv Of Ramsev: Mr. Bartley presented a copy of ~Jnneapolis' charitable gambling license ordinance and requested that Council review it for features City Staff should include when drafting an ordinance for Ramsey.
