<br />Council directed City Staff to draft a charitable gambling license <br />ordinance based on Minneapolis' and applicable to Ramsey; that ordinance <br />should be brought to Q)uncil for introduction as soon as possible. <br /> <br />Mr. Goodrich noted that it has also been expressed that Ramsey's ordinance <br />include a mechanism whereby the proceeds from a charitable gambling <br />operation would be used to benefit Ramsey. <br /> <br />Case *7: Discuss Official Map Designation: <br /> <br />Mr. Hartley informed City Council that State Statute allows cities to <br />adopt, by ordinance, an official map designation which would preserve <br />routes for roadways, railroads, trail systems and other public facilities. <br />This method would eliminate problems that might be created by relying on <br />Council rnanory and it wouldcorranunicate intended routes to property o.mers. <br />An official map designation would require Council to make decisions that <br />are not permanent but have some permanence to than. Additionally, the City <br />has to.be able to financially back the officiZll map designation; the City <br />has 6 roonths to purchase pro~rty it needs for it' s designated routes once <br />plans to develop near those routes are announced. Because the map <br />designation is adopted by ordinance, it and changes to it are subject to <br />[;:;ferendum under Ramsey' s charter. <br /> <br />Councilnanber DeLuca stated that he would like to see a grid map prepared <br />which would indicate all existing and planned roads in Ramsey that could be <br />referred to when reviewing subdivisions. <br /> <br />Councilrnernber Cox stated that there is no need for an official map <br />designation if the City decides what it wants and meets with affected <br />property CMners to take action to preserve routes now. <br /> <br />Councilrnernber DeLuca suggested that the issue of a location for another <br />~lississippi crossing be addressed. <br /> <br />Motion by Councilnernber Cox and seconded by Councilnenber DeLuca di recting <br />City staff to obtain information fram the City of Dayton regarding their <br />preferred alignment for a ~lississippi River bridge crossing in order to <br />determine the lmfact to the rtartin and the Armstrong Blvd. proferties. <br /> <br />Motion carried. Voting Yes: <br />Pearson. Voting No: None. <br /> <br />lI..ayor Reimann, Councilnanbers Cox, DeLuca and <br />Absent: Councilrnernber Sorteberg. <br /> <br />Case #8: Review Qvtions For Relocatina Tne Burlinaton lbrthern <br />Railroad: <br /> <br />{'btion by Councilrcenber DeLuca and seconded by Councilrrember Cox di recting <br />City Staff to prepare an overlay map indicating the most acceptable <br />realignment of the Burlington Northern railroad tracks it1s impact on <br />existing developnent and tree lines. After reviewing that overlay map, <br />City staff will meet with affected proferty owners to explain the City IS <br />effort to acquire or receive agreements to acquire right-of-way for the <br />future realignment of the Burlington Northern railroad tracks.
