Comcilrrenber Cox stated that two p:>tential bidders have indicated to him
that the bid prop:>sals are too complex and will result in the bids being
too high for the city to consider.

Mr. Bartley stated that there was a very productive pre-bid conference held
on March 8 regarding the park maintenance specs and most present agreed
that a great deal of detail is needed in the specs in order to address the
many kinds of parks in Ramsey. Mr. Bartley stated that the specs were to
structured to provide for professional services and not to exclude anybody
fran bidding.

Motion by Comcilnernber DeLuca and seconded by Councilmember Cox to delay
the bid process for parks maintenance to give City Comcil the opportunity
to review the specs and set the level of maintenance desired.

Motion carried. voting Yes: fo"~yor Reimann, Councilnembers DeLuca, Cox and
Pearson. Voting No: None.

Councilnanber Cox stated that he has also heard that the specs for sewer
and water maintenance are also too complex.

~;X~Rgb?;ENl' AGENDA

6) Introduction of ordinance amending Chapter 110 of the City Code
regarding regulations for keeping horses -

Councilrnember Cox noted that the ordinance proposes changes to acreage
requiranents that would, for example, make it p:>ssible to keep 4 horses on
2.6 acres. Councilmember Cox stated that acreage requirements were
increased to 1 horse per 3 acres because of all the complaints the City was
receiving; the prop:>sed ordinance would be regressing into what the City
experienced before.

Council took no action to introduce the proposed ordinance regarding
regulations for keeping horses.

ADJOURNME}..'T

f.btion by Councilrranber Cox and seconded by Councilmember DeLuca to adj ourn
the regular City Council meet:..ng.

Motion carried.
