conditional use permit and then stand up on another forum to oppose
vertical expansion. 'lhese concerns can be PUt into terms that the City and
Waste Management can agree with. All other points raised by Mr. Goodr ich
are not unsuoooUl1tablei it may be that language changes to areas of concern
will bring both p3.rtles to terms on the agreanent.

Jan Reiter - 6522 153rd - Inquired if Waste Management is proposing a ski
hill for the. money.

Mr. Goodrich - Replied that it doesn't appear that Waste Management is
attempting to make a profit. All emfhasis in the agreement is focused on
trying to break-even. Making a profit would be good because the City wants
the ski hill operation to stay in business.

Jan Reiter - Requested clarification of that part of the agreement that
r.efers to a $50,000 settlement in exchange for a ski hill.

Mr. Goodrich - Replied that if for reasons of economics Waste Management
determines that they cannot make a good ski hill project, either before or
after construction has started, they must pay to the City $50,000 less
costs already incurred in the project. That $50,000 cannot be deposited in
'-the the City's General Fund; it must be placed into a recreational fund for
thdtspecific purpose.

Jan Reiter - Inquired if the $50,000 could be used on the landfill site for
sanething other than a ski hill.

Mr. Goodrich - Replied that it would be possible.

Jan Reiter - Inquired if the excavation from the east, west and south
borrCMS areas means there will be digging fran those areas; she thought the
north borrow area would be excavated and placed on top of the landfill.

Terry Miller - Operator of the Anoka Sanitary Regional Landfill - Replied
that the area to be excavated is north of the existing landf ill.

Mr. Hartley referred to Ms. Reiter's question regarding the $50,000 and
noted that if Waste ~~gernent stops the project after construction, most
likely the costs incurred by than will have exceeded $50,000 and there will
be no payment due the city but the city would have the option to take over
the project.

Douglas Fountain - 15255 Garnet Street - Stated that v7aste Management is
requiring significant up-front performance from Ramsey without any
guarantees of performance on their part.

Ralph Smithers - 6560 153rd Lane - Inquired about the alignment of the
153rd Avenue extension.

l'J.r. l"J.ller - Replied that 153ro would come off of Sunfish Lake Blvd. and go
to the west; it is not sure if the en':rance to the ski slor-= would be on
the west or east end of t.."r1e neVI' proposed 153rd; presently it is planned to
go towards the eastern portion of the new proposed 153rd.
City Cou.1"lcil/Narch 9, 1988

4q
