<br />Ralph Smithers - Inquired why the landfill closes so early on the free <br />dumping day. <br /> <br />Mr. Miller - Replied that the hours of the clean-up day were negotiated <br />with the City of Ramsey; excepting for the amount of hours, there is no <br />particular reason why it was scheduled from 9: 00 a.m. to 1: 00 p.m. The <br />event is scheduled for April 30th this year fran 9: 00 to 1: 00 p.m. <br /> <br />Jan Reiter - Inquired hCM the City will knCM if Waste Management is really <br />trying to construct the project after the City has coop:rated. <br /> <br />Mr. Miller - Gave his word that Waste Management's intention is to see that <br />the ski hill facility is planned and built; this is one of those contracts <br />where somebody has to p:rform first and in this case it happens to be the <br />City. <br /> <br />Larry Phillips - 6640 l53rd Lane - stated that there is a bill in committee <br />nCM at the State Legislature to cap all existing landfills; if it passes, <br />hCM will this affect the agreement for vertical expansion. <br /> <br />~'~r,. Miller - Replied that the landfill needs to be terminated and capped <br />'.L(F2er the existing licensecondi tions. The vertical expansion request <br />includes use of materials that would allow for the least amount of <br />infiltration into the base and sp:cial environmental concerns to make sure <br />vegetation grCMs. <br /> <br />Larry Phillips - Inquired if PCA has any comments regarding a ski hill <br />proj ect on the landf ill. <br /> <br />Mr. Miller - Replied that there have been discussions with PCA regarding a <br />ski hill but their response was that it will be considered but no <br />commitment to approve or deny will be made until engineering plans are <br />sul::mitted. <br /> <br />Larry Phillips - Inquired about the time frame fran vertical expansion to <br />capping to a ski hill. <br /> <br />Mr. Miller - Replied that the agreement states that the 10 acre <br />recreational parcel will be the first area to be completed and <br />environmental concerns addressed in order get the ski hill operational. <br /> <br />Larry Phillips - stated that the City should 'ask PCA what restrictions <br />there would be on a recreational facility at the laTldfill site. <br /> <br />Hr & P..a.rtley - Stated that the City has requested corranents f rom po.., Metro <br />Council ana Anoka County. Each of those organizations inaica te that they <br />have to see sp:cific plans relating to the ski hill to be able to response <br />to whether or not it is en\1ironmental acceptable or acceptable for some <br />other purpose. <br /> <br />Larry Phillips - stated that if Waste l/.anagement was really interested in a <br />ski hill, they would prepare those plans and submit them to Po.. prior to <br />City Council/Harch 9, 1988 <br /> <br />Page 9 of 14 <br /> <br />so <br />
